- Attachment D.7 Request for Quote - Min Guarantee (Trailers) Attachment D.6 Request for Quote - Min Guarantee (Container) Attachment D.4 DHS Subcontracting Plan Review Checklist Attachment D.3 Past Performance Questionannaire Attachment D.2 Trailers & Containers Pricing Schedule Attachment D.1 Statement of Work Request for Proposal The Department of Homeland Security, Federal Emergency Management Agency (FEMA) Logistics Management Directorate (LMD) is seeking firms with experience in the area of providing shipping trailers and containers with chassis. In wake of Hurricane Maria response efforts, FEMA is procuring trailers and containers with chassis to support Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies both natural and man-made, including acts of terror. Trailers and containers are required for the pre-positioning of life-saving and life-sustaining commodities and equipment at FEMA's Distribution Centers (DC) and Manufactured Housing Units (MHU) located in Tracy, CA; Atlanta, GA; Fort Worth, TX; Frederick, MD and Selma, AL. This specific requirement is for DC Frederick, DC Atlanta, DC Fort Worth, DC Tracy, and MHU Selma. These locations maintain their respective trailer/container fleets to support emergency response operations. FEMA anticipates awarding a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contracts with a one-year base period and four one-year option periods on or about September 2018. Option periods will be exercised at the sole discretion of the Government. The procurement will be commercial items acquisition IAW FAR Part 12. Offerors MUST be registered within the SAM database in order to receive an award for this procurement. The website for SAM is https://www.sam.gov/portal/public/SAM/. SAM is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR)/FedReg, and Online Representation and Certifications Application (ORCA). Questions to the RFP is due no later than Wednesday, August 22, 2018 at 12:00 PM EST via email to Monique.park@fema.dhs.gov. Late submission will not be accepted. Proposals shall be submitted no later than Friday, September 7, 2018 at 10:00am EST. Offerors shall submit their electronic proposal via email to Monique.park@fema.dhs.gov. Late submission will not be accepted. Proposal submission must clearly state the RFP number on the email subject line. If multiple emails are needed to attach documents, then total number of emails expected must be on the email subject line. FEMA will not be responsible for incomplete proposal submission and will not be accepted for evaluation.
