- Notice of Intent to Sole Source Contract for Transport of Superliner for Bi-Level Rollover Rig for Construction of Bi-level Rollover Rig for Passenger Trail Emergency Responder Training. Notice of Intent to Issue a Sole Source Contract to ENSCO for Transport of Superliner for Bi-Level Rollover Rig for Construction of Bi-level Rollover Rig for Passenger Trail Emergency Responder Training. The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Regulations (FAR) 6.302-1 - Only One Responsible Source, intends to issue a sole source contract to ENSCO for continuing the Transport of Superliner for Bi-Level Rollover Rig for Construction of Bi-level Rollover Rig for Passenger Trail Emergency Responder Training. The period of performance will be 18 months after award. The sole source justification is as follows: ENSCO is uniquely qualified to perform this continuation of service because ENSCO routinely works with railroads to move FRA-owned rail vehicles as part of its support for the Automated Track Inspection Program (ATIP). As a result, ENSCO has knowledge of proper procedures and contacts at individual railroads necessary to ensure timely movements. On several occasions, ENSCO has arranged for the shipment of non-road worthy rail vehicles on behalf of the Office of Research, Development and Technology. In 2015, ENSCO arranged for the movement of 12 passenger vehicles from New Jersey Transit to Pueblo, CO. In 2016, ENSCO worked with personnel from the Transportation Technology Center (TTC) and other FRA contractors to arrange for the shipment of a damaged vessel from a tank car from TTC to contractor facilities near Chicago. The relevance of this move is important as it required special arrangements for shipment by ENSCO of an oversized load, as will be the case with the movement of the Amtrak Superliner car body. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to identify their interest by email to the FRA point of contact, Moyah Wilson, Moyah.Wilson@dot.gov, no later than 6:00 p.m. Eastern Time, Thursday, August 30, 2018. Such capabilities/qualifications will be evaluated solely to determine whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
