Description
NASA/NSSC has a requirement for Infrared 1.5-5.0 micron Spectrometer with <25nm Spectral resolution. • Spectrometer shall span the 1.5-5.0 micron spectral range using a 256 pixel PbSe detector array, spectral resolution <25 nm, USB interface for instrument control and data acquisition. • Instrument shall include thermoelectric cooler with -10 C for radiometric stability, with better than 0.1% stray light control for grating, 0.01 to 200 msec integration time, 3 kg mass, form factor smaller than 8"x6"x6", detectivity of 1E10 cm sqrt(Hz)/W, 2 MHz readout rate, and auto shutter functionality. • Delivery shall include custom mounting accessory including CaF2 plano-convex lens, and two order sorting filters: LPF-1850 (1850 nm cutoff longpass) and LPF-3000 (3000 nm cutoff longpass). • Software shall support instrument control and readout, and include software development kits for Labview. NASA/NSSC intends to issue a Sole Source contract to Spectral Products, located at 111 Highland Drive, Putnam, CT 06260, under the authority of FAR 13.106-1(b)(1)(i). Igt has been determned that Spectral Products is the sole provider of the specialied instrument. NASA/NSSC will be the procuring center for this effort. Performance will be located in Greenbelt, Maryland. Delivery Date 10/10/2018. The Government intends to acquire commercial items ane services using the provision, clauses and procedures prescribed in FAR Part 12 and FAR Par 13. The NAICS Code for this procurement is 334516 Interested organization may submit their capabilities and qualification to perform the effort in writing to the identified point of contact not later than 08/20/2018. Such capabilities/qualifications will be evaluated solely for the purpose of detering whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open compettion basis, based upon responses to this notice, is soley with the discretion of the government. Oral communication are not acceptable in response to this notice. NASA Causes 1852.215-84, Ombudsman, is applicable.
