- The Purpose of this Amendment 1 is to provide Questions and Answers submitted. Q&A for Solicitation N63394-18-T-0087 Question 1: The solicitation, as we understand it, is for the FAT (Frist Article Unit). There is no discussion for procurement quantity beyond the FAT. Answer 1: This is only for a prototype because there is a large probability (90%) we will not be the organization that procures assets after the first article. Question 2: In addition to the First Article(FA) contractor is to deliver (quote) "Engineering design to upgrade the DC motor to meet new specification requirements". What does the government specifically mean by this? Complete set of documentation such as Bill of Materials, Detailed Drawings, Work Instructions, vendors information an alike so that a third party to manufacture product? Please provide clarification. Answer 2: Once FAT is approved, Government will require from OEM to provide Bill of Materials, Detailed Drawings, Work Instructions, all vendors' information (if original vendor subcontracted other vendor for particular parts) for future reference. Question 3: The solicitations allows for FA waiver. The original drawing (without red lining mark ups) appears to be a sole source in the past. Does the government currently have a small business (it is set aside procurement) that is qualified to produce the part and thus could receive FAT waiver? If so, solicitation is only a formality for no other bidder could compete against zero price( FA). To be fair, the government should state if qualified small businesses exist. Answer 3: Government does not currently have a small business. Question 4: The red line mark ups in the drawing changes shunt field design into permanent magnet design. Is this a requirement or a choice by the contractor? Permanent magnet is the design of the choice for it will result in more efficient motor. However, how does the government know that all parameters of the specification could be matched exactly? Will deviations be allowed? Unless permanent magnet motor has been built and and the government has approved vendor? Answer 4: At this moment, Government is looking at red line mark ups in the drawing changes and believes it will provide desired performance. Government will review FAT data/result and deviations may be allowed. Question 5: We assume the motor is driven by DC servoamplifier, which also faces obsolescence. We offer state of the art AC brushless motor and drive retrofit that would meet and exceed mechanical and electrical parameters of the TDP for the motor N63394-18-T-0087 and the drive amplifier. The government could install retrofits one their own. Does the government have interest in second (alternative proposal) for a new technology approach? Answer 5: Government may consider in the future.
