- N00164-16-G-JT15-0004-P00004 SOLE SOURCE- ANALYSIS ON THE ABILITY OF THE COMMON DATA LING (CDL) DIRECTION ANTENNA ASSEMBLY BEING USED AS AN INDEPENDENT DIRECTIONAL FINDER (DF) WHILE NOT COMPROMISING THE FUNCTIONALITY OF THE CDL SYSTEM FSG 58 - NAICS 334511 Anticipated Issue Date 20 August 2018- Anticipated Closing Date 27 August 2018- 2:00PM EST THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-16-G-JT15. Naval Surface Warfare Center (NSWC) Crane Division intends to issue the fourth modification to Job Order (JO) N00164-17-F-J021 under the sole source Basic Ordering Agreement (BOA) N00164-16-G-JT15. The BOA was issued to L-3 Communications, Salt Lake City, UT. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged. Previous modifications to JO N00164-17-F-J021 incorporated Phase One (1) - an analysis report on the ability of the Common Data Link (CDL) Directional Antenna Assembly being used as an independent Directional Finder (DF) antenna while not compromising the functionality of the CDL system and Phase Two (2) - engineering design and development of an engineering design model. This modification of JO N00164-17-F-J021 is in support of PMA-262 Persistent Maritime Unmanned Aircraft Systems (PMUAS) and PMA-290 Maritime Patrol Reconnaissance Aircraft (MPRA) and will provide Phases Three (3) and Four (4) which provide designing and modifying of existing Common Data Link (CDL) Directional Antenna Assemblies, and produce flyable hardware and qualified assets. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 Communications Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is 31 August 2018. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
