- DD254 PWS CDRL's Solicitation ** Updated 15 August 2018** Posting Solicitation with attachments _________________________________________ Air Force Life Cycle Management Center (AFLCMC) through the Electronic Warfare Contracting Branch (AFLCMC/WNKD) anticipates issuing a request for proposal (RFP) to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Engineering Services to support AN/ALM 280 Enhanced Automated Special Test Equipment (EASTE); to acquire engineering support for the AN/ALQ-161A system software qualification and test for all ongoing and future AN/ALQ-161A deficiency analyses, technical inquires, Preprocessor Flight Software (PFS) block cycle change programs, and laboratory maintenance/upgrade efforts; to acquire engineering and configuration management support for the B-1B Defensive Avionics Subsystems (DAS) sustainment efforts along with maintaining the Electronic Warfare Avionics Integrated Support Facility (EWAISF) for Avionics Testing and defensive line test equipment. The government intends to solicit and negotiate a fair and reasonable price in accordance with FAR 15 and FAR 6.302. This requirement will be sole source to Peraton, Inc., DBA: Harris Corporation, 12975 Worldgate Dr. St. 2413, Herndon, VA 20170-6008, CAGE: 9M715, under authority 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The government does not own technical data/drawings to include with this RFP. The RFP is expected to be issued on or around 3 Aug 2018. The contract will consist of 54 months, 6 month basic and four (4) 12 month ordering periods. A mix of firm fixed price and cost reimbursement pricing arrangements will be utilized. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency; however, no technical data is available. This notice not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
