- In accordance with FAR 13.106-1 (c )(1), the Department of Veterans Affairs intends to perform oral solicitations for Portable Sleep Monitoring Systems will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. White City, OR 97503 To be considered technically acceptable, the products must meet the following minimum salient characteristics: Must meet minimum salient characteristics to be technically acceptable: The following are salient charecteristics needed for a suitable portable sleep testing device: The device should be easy to fit on patients and not require special training. The device will be comfortable to wear at night and will not squeeze digits. The device will provide direct breathing signals that can be analyzed. The device will provide digital signals that can be downloaded to a server at a remote location for allowing analysis at the Spokane and Boise VA sites. The sleep center will be able to manipulate scoring rules regarding the definition of a hypopnea and apnea episode. The device will have relatively inexpensive disposables and reposables. The device can be used on patients who have atrial fibrillation. The device can be used on patients who have a diagnosis of PTSD (Post Traumatic Stress Disorder) and are taking the medication Prazosin. The device allows for the utilization of RIP (Respitrace Impedance Plethysomography) belts, an advanced for of respiratory monitoring. The device must have the ability to interface with ResMed PAP (Positive Airway Pressure) equipment which is supplied by logistics Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions.*
