Place Based Strategy Coordinator San Salvador, El Salvador Issuance Date: 08/15/2018 Closing Date: 08/29/2018 SOLICITATION NUMBER: PSC-18-047-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. POSITION TITLE: INL Place Based Strategy Coordinator 6. MARKET VALUE: $85,181 - $125,091 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8. PLACE OF PERFORMANCE: San Salvador, El Salvador 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT The International Narcotics and Law Enforcement Affairs (INL) Section in El Salvador implements programs funded by the U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs (INL/WHP). The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The purpose of this PSC is to provide a Place Based Strategy Coordinator (PBSC) to serve in El Salvador as an on-site program manager and expert focused on coordinating foreign assistance in targeted communities. The PBSC will focus on the full range of rule of law issues, manage INL supported community engagement projects, and assist the National Civilian Police (PNC) to implement "best practices" for reducing crime and violence. The PBSC will manage and coordinate projects to implement the United States' Central America Regional Security Initiative (CARSI), in particular those associated with the USAID-INL "Place Based Strategy" (PBS) and the Northern Triangle's "Alliance for Prosperity" (A4P), in conjunction with the Salvadoran government's "Plan El Salvador Seguro." The PBSC will coordinate and report on community policing, community engagement, and U.S. government foreign assistance for the full range of place based strategy projects under the mandate to greatly expand these programs over the next several years. The PBSC will work with Salvadoran entities, INL police advisors, USAID, and INL Sections as appropriate throughout the region. The PBSC will provide INL programming expertise, policy guidance, technical assistance, project management, and in-depth reporting on behalf of INL in support of host-nation efforts to improve rule of law and policing techniques, and reduce and prevent criminal activity within targeted communities. The PBSC will also provide significant input in strategic planning and development of "Plan El Salvador Seguro" and possible future projects. RELATIONSHIP The PBSC reports directly to the INL Deputy Director at Embassy San Salvador, El Salvador and will have close working relationships with the INL Senior Gang Advisor, INL Coordinator, and other agency actors. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports as required by the INL Director/Deputy Director and/or INL/WHP and "Completion of assignment report," which shall be a comprehensive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. DUTIES AND RESPONSIBILITIES 1. Play a lead role coordinating CARSI, PBS, and A4P programming within INL El Salvador, aligning INL resources and interventions to complement a robust USAID country mission and an existing host government security framework, "Plan El Salvador Seguro." 2. Draft and first clear on papers and documents related to the PBS and A4P projects (the INL Director/USAID Director, or their designee, being the final approvers) in targeted municipal areas. Draft other assigned briefing documents as required for the Embassy, INL, and USAID Front Offices, Congressional inquiries, Office of Management and Budget (OMB), high level visits etc. 3. Assist with Congressional Delegation visits (CODELs) and serve as spokesperson for PBS projects for El Salvador. 4. Review the organizational and operational capacities of the Salvadoran government, including national police and local actors. In consultation with the INL Director/USAID Mission Director, or their designee, develop an assistance plan that will promote effective community policing practices. 5. Establish collaborative partnerships in the community between the Salvadoran government and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 6. Coordinate with the Government of El Salvador (GOES) and the international donor community and attend regular donor coordination meetings. 7. Assist the Salvadoran government to implement, oversee, and coordinate best practices for achieving the goal of crime prevention and homicide reduction. 8. Design and execute the PBS and A4P Strategy Work Plan in collaboration with USAID and accordance with the objectives and terms established in the Letter of Agreement (LOA). 9. Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. 10. Prepare quarterly and annual progress reports regarding each precinct project. Prepare an annual strategic plan for each project. 11. Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings. 12. Serve as Contracting Officer Representative (COR), Grants Officer Representative (GOR), or Agreement Officer Representative (AOR), as needed for management, monitoring, and implementation of PBS programming in El Salvador. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2. Completes the Grants Officer Representative training requirements including, but not limited to (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, (PY262) Grants Management, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post. 3. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 4. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. COMPLEXITY The PBSC must be able to review host country law enforcement needs and capacity to increase the scope of operations and information-sharing; develop and manage relationships with multiple INL personnel, law enforcement units, host government officials, and interested offices in Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement units into a coherent and comprehensive approach. SCOPE AND EFFECTIVENESS The PBSC performs broad and extensive assignments related to a complex administrative and financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter narcotics programs in El Salvador, which is of significant interest to the public and to Congress. PERSONAL CONTACTS The PBSC works closely with the INL/WHP CARSI Team Lead, the Directors of INL offices and sections throughout Central America, INL field-based personnel, and INL-supported interagency personnel. The PBSC will also have contact with Law Enforcement Officials of partner nations, coordinating agencies (USG or host country) as appropriate, and other INL Contractors. A. MINIMUM QUALIFICATIONS 1. U.S. Citizenship with the ability to obtain/maintain a Top Secret level security clearance, medical clearance, and ethics clearance. 2. Four (4) years of relevant work experience in design, management, and oversight of international rule of law foreign assistance projects. Demonstrated experience in metrics and evaluation, reporting, and program budget execution also required. 3. Demonstrated proficiency in Spanish (written & oral). 4. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, law enforcement, and private sector representatives; as well as with local community members and groups. Experience in El Salvador strongly preferred. 5. Four (4) years of professional work experience managing USG contracts, grants, inter-agency agreements, or donations to international organizations. 6. Demonstrated knowledge and professional work experience developing violence prevention, rule of law, and community policing programs, and communicating these concepts to other U.S. government actors. Prior experience in El Salvador strongly preferred. 7. Demonstrated knowledge in interagency coordination, collaboration, and communication. Demonstrated INL and/or USAID coordination experience required. 8. Proficient in Microsoft Office Suite. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION FACTORS Factor 1: Work Experience (40 Points) Demonstrated work experience in coordinating with municipal government, civil society, law enforcement, international donors, U.S. Embassy personnel, and others in order to prepare, analyze, explain and defend determinations and requirements with respect to empirical findings, conformance to applicable laws, policies and other regulatory guidelines. Demonstrated ability to advise program officers on project implementation and provide guidance on policy decisions related to project goals. Factor 2: Program Experience (30 points) Demonstrated knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG, including knowledge and experience in U.S. Government regulations, standards of conduct and ethics. Factor 3: Management & Communication Experience (15 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. Factor 4: Past Performance (15 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
