This is a sources sought notice only. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential vendors/contractors which can provide the following requirement as specified in the Statement of Work below. INTERESTED RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name and DUNS; point of contact name, phone number, and e-mail address. NAICS Code 334310 is applicable to determine business size standard. Provide estimated period of performance after receipt of award. Provide questions you may have pertaining to the Statement of Work. Performance would take place at the VA Medical Center in Anchorage, AK. STATEMENT OF WORK Muldoon Clinic Audiovisual Upgrade Alaska VA Health Care System SCOPE: The Contractor shall furnish all labor, supervision, materials, and equipment necessary to replace existing audio/visual equipment. A site visit is recommended to survey the general type and layout of audio/visual equipment currently being used. The contractor will be required to reimburse the government for any damage caused to the facility or furniture that is beyond normal ware-and-tear. The scope of this project is separated into the following areas: 1.1 Individual Conference Rooms 1.2 Executive Conference Room 1.3 Six Combinable Training Rooms Conference Room 1A121, 1A221, 1D161 and 2D195 - The purpose of this project is to implement a multimedia presentation and videoconference system in conference rooms 1A121, 1A221, 1D161 and 2D195 located at 1201 Muldoon Road, Anchorage, AK. The Contractor shall provide the labor and materials necessary to remove the existing SMART Board and associated cabling. The Contractor shall provide and install an 86 inch LCD display to support connectivity for computers and a Government provided videoconference system for each conference room. Quantities below are for each individual conference room set up. Display System and Connectivity - The existing display system consists of a SMART 87 inch Interactive Whiteboard with ultra short throw wall mounted projector. The Contractor shall provide the labor and materials necessary to remove the existing SMART Board, projector, and associated cabling. The new display system shall be comprised of one (1) Contractor provided 86 inch 4K resolution LCD display. The Contractor shall provide and wall mount one (1) Planar 86 inch 4K resolution (3840 x 2160) LCD display. The display shall be installed at an appropriate height for presentation purposes. Planar QE8650 The Contractor shall provide input connectivity for the following AV sources: Rack location One (1) HDMI Male Room PC (Government provided) One (1) HDMI Male Videoconference codec (Government provided) One (1) RCAMx1 with stereo audio (RCAMx2) VHS/DVD Combo (Government provided) Wall plate location in the form of a pass through interface One (1) HDMI Male Digital laptop input The Contractor shall provide for the adjustment, alignment, and functional testing of the system. Audio System - Distributed Audio - The Contractor shall provide the labor and materials necessary to install a high impedance distributed audio system which will provide even audio coverage for all multimedia playback. The Contractor provided system shall consist of a new audio amplifier and existing ceiling mounted speakers. Conference System Videoconference System - The existing videoconference system consists of a Tandberg videoconference codec, Tandberg pan/tilt/zoom camera, and wireless microphones. The Contractor shall provide the labor and materials necessary to remove the existing videoconference system, wireless microphones, and associated cabling. The Contractor shall provide and install one (1) Government provided videoconference system. The system shall include one (1) Government provided videoconference codec, one (1) Government provided tabletop microphone, and one (1) Government provided videoconference camera. The new videoconference codec shall be installed in the existing equipment rack. The Contractor shall wall mount one (1) Government provided camera in a Government specified location and it shall provide a traditional conference room view. The table top microphone shall provide for voice pickup for videoconferencing purposes. The Contractor shall provide input connectivity from the computer inputs to the videoconference codec so the Client shall be able to take advantage of the videoconference systems content sharing capabilities during videoconference presentations. The manufacturer s supplied handheld remote control shall provide control for all videoconference functions. Control System - The Contractor shall provide and wall-mount one (1) Extron MLC Medialink Controller. The Extron MLC shall be wall-mounted in a VA specified location and it shall provide for the following defined features and functionality: LCD on/off Source selection Volume control Additional Components The Contractor shall provide all necessary mounting hardware, cabling and adapters. The Contractor shall provide and wall mount one (1) Planar 86 inch 4K resolution (3840 x 2160) LCD display. The display shall be installed at an appropriate height for presentation purposes. This device shall be configured to provide proper microphone gating, echo cancellation, and gain structure. All six conference rooms (Ling Cod, Dolly Varden, Sockeye, Chinook, Artic Grayling, and Coho) shall be equipped with ceiling mounted microphones for teleconferencing capabilities. There are many combined room configurations and there canbe many concurrent combined room scenarios as long as the rooms can be separated and combined with a common partition wall. A designated touchpanel in either the Ling Cod, Dolly Varden, Arctic Grayling, or Coho room can act as a Parent Touchpanel. The touchpanel shall display an advanced menu for combined room configurations and this shall be depicted by a floor plan noting the six training rooms. Users shall have the ability to select the training rooms to be combined by selecting the rooms on the touchpanel to combine them functionally. Once the system is placed into Combined Room Mode, the following will occur: A designated Touchpanel in a training room (Ling Cod, Dolly Varden, Arctic Gralying or Coho) shall become the Parent Touchpanel and it shall provide a single point of control for all presentation and conferencing functions. The other touchpanels in the rooms as part of this combined room features shall become disabled. The image displayed on the LCD in the Parent training room shall be duplicated to the LCD s and/or projectors in the other training rooms. All audio shall be distributed to the designated combined training rooms and volume control shall be provided by the touchpanel The microphones in the combined training rooms provide voice pickup for audio conferencing purposes. Additional Components - The Contractor shall provide all necessary mounting hardware, cabling and adapters. The Contractor shall install the following equipment in the existing equipment rack: Room PC Government provided Audio amplifier Extron 4 input video matrix switcher Videoconference codec Government provided Signaling components Extron IPCP control processor (same processor as installed in Ling Cod) Biamp Server digital signal processor (same digital signal processor as installed in Ling Cod) VHS/DVD Combo Government provided Surge suppressor The Contractor shall be responsible to the Government for acts and omissions of employees and/or contractors. DEFINITIONS: Throughout this statement of work these terms are defined as follows: Acceptable Quality Level (AQL) - Acceptable Quality Level equals the performance standards. The Contractor must re-perform all unsatisfactory work unless excused by the QAE. Quality Assurance Evaluator (QAE) - The Government employee responsible for checking contractor performance. Contracting Officer (KO) - The Government employee who is authorized to enter into, administer, and/or terminate contracts and make related determinations and findings. Contracting Officer s Representative (COR) - The Government employee who has been authorized in writing as the Contracting Officer s Representative, acting within the limits of their authority. Contract Discrepancy Report (CDR) - A written record of unsatisfactory performance by the Contractor as observed by the QAE. Contractor - The company contracted and legally bound to supply material, equipment and labor to perform installation services as described within this document. Optional Services - Non-routine services. Equipment, Tools, and Supplies: Contractor shall provide all labor, equipment, tools, and moving supplies required. All electrical equipment used by the Contractor or the Contractor s employees shall meet all applicable safety requirements. This equipment shall operate at full rated performance levels using existing building circuits. It shall be the responsibility of the Contractor to prevent the operation, or attempted operation, of electrical equipment or combinations of equipment, which require powers exceeding the capacity of existing building circuits. Contractor shall ensure all equipment, tools, and supplies meet necessary safety requirements and the moving staff have full working knowledge of their use. The Contractor shall ensure that all employees are capable of demonstrating adequate knowledge of tools, equipment, and techniques necessary to competently and safely perform the work. Installs will be accomplished as specified in Section 6.0. All equipment and materials used in the performance of this contract will be removed at the end of each workday. Equipment, tools, or supplies will not be left unattended for any reason. All accumulated waste, for example, material used by the Contractor and packing material, shall be removed and disposed of by the Contractor. Work Hours: Normal Work Hours: Normal work hours are 8 A.M. to 4:30 P.M., Monday through Friday, excluding national holidays. Contractor shall assume after hours/weekend work for mobilization into the Federal Facility. Installation can be performed during normal working hours. National Holidays: The 10 holidays observed by the Federal Government are: New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving Day and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. Safety and Special Procedures: The Contractor shall consider the clinical environment and ensure that the Contractor s employees are instructed on applicable safety precautions and special requirements. At all times, the Contractor s employees shall comply with applicable Federal, State, and local safety and fire regulations and codes. The Contractor shall immediately bring to the attention of the Government any fire and safety deficiencies. Smoking is permitted in designated areas only. Possession of weapons is prohibited. Enclosed containers, to include tool kits, are subject to search. Access (Key): The Contractor is responsible for safeguarding and controlling all keys they provide to employees and/or sub-contractors for access to Government leased space. All keys will be returned to FMS at the conclusion of each service. Patient Confidentiality: The contractor shall ensure the confidentiality of all patient information and will be held liable in the event of breach of confidentiality. The contractor shall comply with the provisions of the Federal Privacy Act of 1974 (Public Law 93-579), the comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment and Rehabilitation Act of 1972 (Public Law 93-282), and the Drug Abuse Office and Treatment Act of 1972 (Public Law 93-255), and any other statutes regarding confidentiality of patient information. HIPAA: The contractor will have to complete a standard Business Associate Agreement (BAA) in accordance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) after award. Security: The C&A requirements do not apply, and a Security Accreditation Package is not required. The Contractor, their employees and or contractors shall: Keep all entry doors, elevators, or other means of access will be are to be kept locked while cleaning the Government leased space. Close windows and turn off lights and other electrical appliances when not in use, or as directed. Ensure doors, windows and elevators are secured prior to exiting the Government Leased space upon completion of work. Turn-in all lost and found articles to the VA Site Manager. Report potentially hazardous conditions, items needing repairs, plugged toilets, etc. to VA Site Manager. Report fires, hazardous conditions and items in needing repair such as leaky faucets, plugged toilets and broken light fixtures. Contractor Personnel Badges and Parking The contractor shall provide the COR with a list of contractor employees expected to enter VA premises. While on VA/GSA premises, all contractor personnel shall comply with the rules, regulations, and procedures governing the conduct of personnel and the operation of the facility. An access badge will be given to the contractor s employee by the VA Police for each day on VA premises. If an employee is expected to routinely be on VA premises for an extended period of time (i.e. more than 10 work days over 30 calendar day period) the contractor can request temporary badges from the COR. The contractor employee must safeguard the access badge and immediately report any lost, stolen, or destroyed badges to the COR. All contract personnel must properly display their access badges. Access badges must be worn at or above the waist (facing forward.). The contractor s employees must return all temporary access badge(s) (not color fading 8 hour badges) to the COR or designee at the end of each service period. The contractor shall be required to comply with all security policies/requirements of the Alaska VA Health Care System. All security policies/requirements must be met and employees cleared prior to the contractor performing work under this contract. Contractor employees that cannot meet the security and clearance requirements shall not be allowed to perform work under this contract. It is the responsibility of the contractor s employees to park in the appropriate designated parking areas. Parking information shall be coordinated with the COR. Interference to Normal Functions: Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment and carts. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. There is no anticipated need to access secured areas. If access is deemed it will be scheduled through the COR or designee.
