Description
SOLICITATION QUESTION & ANSWERS 1. Are there currently any Q&A that you can share with us from other interested parties either from original SS or current RFQ? Answer: Currently there have not been any other questions regarding this BPA. 2. What needs to be submitted by Aug 20 in order for consideration?   Just pricing?   Specs and drawings? etc. Answer: Please submit pricing, specs and drawings as well as any other information you want to be considered as part of your quote.   Exact site specific drawings are not required, but general drawings for an OR would be great.   We are looking to quote out all the potential equipment that would be required for various OR rooms and after award, design meetings will take place to create site specific drawings. 3. Does the response need to be in a certain format for consideration?     Answer: No certain format required. 4. Do you have a layout for all 10 ORs that you are using as a guide?   Lights per room?   Monitors per room?   Booms? etc.   Answer: See below: General OR equipment will include: One standard LED surgical light, one monitor arm and one monitor One LED surgical light with in-light camera, one monitor arm and one monitor One Equipment Boom One Anesthesia Boom One wall mounted monitor (minimum 50in) for the integration system For ORs with specific functions (ortho, cardiac, etc.), the only potential differences would be an additional integration system monitor on the wall and an additional boom that would potential be used for perfusion equipment.   Overall, we are looking to quote out all these line items.   As the construction project moves forward with their phases and ORs need new equipment, we will order off of the BPA and be able to pick out the required line items to complete that OR.   Additionally, the quantities are estimates at this point.   This BPA will not only be used for the 10 ORs in STL, but could also be used by other facilities in VISN 15.   This is why the quantities add up to be more than what is needed for 10 ORs. 5. Noted in G. pricing Model table 12; Lights and Booms Pricing:   you note to have 20 LED light-heads as well as 20 LED light-head with camera; are you planning on having a total of 40 lights for 10 ORs?   Answer: See answer to question 4. 6.  Noted in G. pricing Model table 12; Lights and Booms Pricing; Mounting Solution;# Dependent on Vendor, what do you mean by this?   Answer: This is left open just in case different manufacturers have different mounting solutions.   See question 4 for the general equipment that would be required. 7. Noted in B.4 SOW; Table 10 Flat panel Wall Mounted Display; This is not noted in G:Pricing Table; How many are you wanting per OR?   Answer: The pricing table is left open for vendors to create line items as they see fit to properly quote out.   Generally, it would be 1 wall mounted display per OR.   There is a potential that a few ORs would receive 2 monitors.   Additionally, there may be sites other than STL who will buy off of this BPA.   This will results in more than 10 ORs that will need monitors.   Currently, the estimate is 30. 8. Pricing Model G Table 12 and 13 notes everything "a la carte" however in B.2 Price/Cost Schedule You have it listed as wanting total per year, do you want all items totaled and divided by number of years for a per year total?   Answer: No, an ideal pricing model would show how much each item costs per unit.   These ORs are being renovated in multiple phases. As these phases come along, we will pick the items required to complete an OR and order those items. 9. Noted on G Pricing model table 13 you have 20 Digital OR integration Solutions listed for only 10 OR's, can you explain how you got to this number of 20?   Answer: This number is only an estimate.   STL is renovating 10 ORs but there is a potential that other sites in VISN 15 will also order from this BPA.   The estimate of 20 is the potential if/when other sites utilize this BPA. 10. G.Pricing Model Table 12: you have different outlets listed however this is typically noted per boom what is needed.   Do you know what outlets are needed per boom? Answer:  Per boom, we are estimating to have 2 outlets of each med gas listed. 11. Ceiling Structural reinforcement: is this the responsibility of the "others" or is the vendor to be responsible for the ceiling structure reinforcement?   Who is building the Super Structure in the ceilings? Answer: The VA Construction Team will be responsible for the ceiling structure reinforcement.   After award of this BPA, the awarded contractor will work with the VA Construction Design team to talk about construction requirements needed for their equipment. 12. G. Pricing Model Table 12: Quantities of Equipment arms and monitors don't match up.   Can you explain these numbers?   Answer: Please see answer to question 4.   13. Given the extent of these questions and the time frame allowed, would it be possible to have the deadline extended past original of Aug 20? Answer: The deadline will not be extended. 14. Is the contractor responsible for removing and disposing of the existing equipment that is getting replaced?   Answer: Yes, deinstallation, removal and disposal of the old equipment is required by the awarded contractor.   Please add this removal cost as an estimated cost per OR. 15. Does LED Light head w/Camera mean camera ready or an LED Light head with a camera installed? Answer: Either option is acceptable.   A camera ready light head must also include a price for the camera as well.   If the LED light head already has the camera installed as a part of it, that is also acceptable. 16. Will there be an opportunity to present to the project team and demonstrate our surgical light options? Answer: There will be no demonstrations, award will be made based on submitted responses provided to the Contracting Officer by the solicitation due date. 17. This is a 5-year BPA. One base year and 4 option years. Are the option years regarding service only or is this a lease request?   If it is a lease request, should it include a buyout option at the end of the fifth year? Answer: No leases 18. What is total value of BPA? Answer: There is no value determined prior to award. 19. Does VAMC St. Louis have interest in a 4K capable system, or is High Definition the only need at this point in time?   Answer: High Definition is the only need at this time. Adding a 4K capable system as an option would be good to see but it is not a requirement. 20. Are they planning to do site visits or supplier presentations?   Answer: See question 16.   Site visits and design meetings will take place after award. Will this be Best Value or LPTA? Answer: Best value to the Government with priority on meeting the technical requirements in accordance with the SOW. 21. How will this be decided? Answer: Best value to the Government with priority on meeting the technical requirements in accordance with the SOW. 22. What is the total dollar value of BPA? Answer: Duplicate to #18 23. BNOE clause is included in the solicitation.   Please specify the brand name. Answer: Steris has been used in other St. Louis VA Medical Center OR s 24. Is this proposal inclusive of VAMC St. Louis and other projects across VISN 15?   If so, can you please provide the projected volume across all projects?   Answer: This BPA is focused on VAMC St. Louis but other sites in VISN may participate.   The estimated number of ORs across VISN 15 is 20.   STL has 10 ORs. 25. The solicitation calls for the renovation of 10 ORs, however, table 13 calls for quantity 20 for Digital OR Integration Solution and 20 Installation of Integration Solution (in blue).   Can you please clarify the correct quantities? It also calls for 30 Flat Panel Surgical Monitors.   Will there be three in each of the 10 ORs? Answer: Please see answer to #24. The total estimated number of ORs that will be renovated is 20.   The quantities for the different line items are using this estimation.   Specifically, for Flat Panel Surgical Monitors, for the majority of ORs, they will receive 1 monitor.   Currently, it is estimated that STL will have 2-3 ORs that will receive 2 monitors.   Because of this, it was estimated that 30 flat panel surgical monitors will be needed but this is an estimation. 26. Would you please confirm whether this solicitation is or is not subject to the VA Medical Device FSS? Answer: If you are referring to using the GSA Federal Supply Schedule, please note this opportunity was solicited using the Federal Business Opportunities website. What is the master limit on this BPA anticipated to be? Answer: See #18 above. What do you anticipate the call limit to be? Answer: See #18 above.
