- This is a Notice of Intent to issue a sole source purchase order using Simplified Acquisition Procedures for the upgrade of brakes on the tie cart crane system. Due to the unique nature of this requirement, only one qualified supplier, RCE RAIL, ROCKFORD IL, is capable of providing this requirement and is the manufactuer of both carts that are getting the upgrade. Any purchase order that will be awarded under other than full and open competition as authorized by FAR 6.302-1. This is not a request for offers. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.Information received will normally be considered solely for the purpose of determining whether to conduct futurecompetitive procurements for this item.
