Description
This is a synopsis for non-commercial items prepared in accordance with the format in FAR 13.105, as supplemented with additional information included in this notice. Pursuant to FAR 13.106-1(b), the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase, on a limited competition basis and Firm-Fixed-Price basis, a quantity of twenty-four (24) Wide Aperture Array Outboard Electronics Module Circuit Card Assemblies in accordance with Source Control Drawings 8192496, 8192497. In accordance with FAR 5.202(a)(13) the contracting officer has determined that a synopsis is not required for this procurement. As such, the solicitation, N66604-18-Q-2537, is released and is attached as a part of this notice. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means (1) the items quoted meet the minimum specifications listed above, in the required quantities; and (2) the Government may consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR (currently, Supplier Performance Risk System (SPRS)) may render a quote being deemed technically unacceptable. Failure to propose all the required items will render your quote ineligible for award. The requirement will be solicited as a total small business set-aside as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334418. The Small Business Size Standard is 750 employees. The Government's anticipated CLIN structure is as follows: CLIN 0001: WAA/OBE Circuit Card Assembly, Quantity 12 EACH, per drawing #8192496. CLIN 0002: WAA/OBE Circuit Card Assembly, Quantity 12 EACH, per drawing #8192497. Required delivery is no later than 24 weeks from date of contract award. Early and partial deliveries are acceptable. Delivery shall be F.O.B. Destination, Naval Station Newport; Newport, RI 02841. The drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DoD and U.S. DoD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the drawings. Upon RFQ issuance, please visit http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the drawings your account in FBO needs to reflect your JCP certification. The drawings are uploaded to the site as an attachment with limited access by JCP certified companies only. The successful offeror shall provide a Unique Item Identifier (UID) for delivered items for which cost is $5,000.00 or more, in accordance with DFARS 252.211-7003. The anticipated release date of the Request For Quote (RFQ) Number N66604-18-Q-2537 is on or about Aug 17, 2018 and the solicitation will be posted for less than 30 days in accordance with FAR 5.203(b). The closing date for receipt of quotes will be established in the RFQ. Additional details will be released upon issuance of N66604-18-Q-2537.
