Description
Wage Determination associated with Vertical Transportation Equipment Performance Work Statement for Vertical Transportation Equipment Solicitation FA5000-18-R-0043 Vertical Transportation Equipment Date: 14 August 2018 Solicitation Number : FA500018R0043 Notice Type : Solicitation The 673d Contracting Squadron is soliciting an award for Vertical Transportation Equipment (VTE) services for facilities located on Joint Base Elmendorf Richardson, JBER, Anchorage, Alaska. The contractor will provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the real property VTE at Joint Base Elmendorf-Richardson in a manner that will ensure continuous and safe operation. This full maintenance contract signifies a VTE service provider (Contractor) takes total service responsibility for the equipment identified in the contract. JBER's VTE's are composed of 49 elevators and 23 handicap lifts. The monthly fixed price includes all inspections, maintenance, repairs, replacements, and routine and emergency service calls. This contract allows the Government to budget total yearly costs and eliminates concerns relating to individual parts repair or replacement invoicing. The Contractor assumes all responsibility and determines the amount of service visits and types of service required to keep the VTE operating safely. Work conducted on VTE will be in accordance with the American Society of Mechanical Engineers (ASME) A17.1-2007 (or applicable code for year VTE put in service), Safety Code for Elevators and Escalators (ASME A17.1), ANSI/ASME A17.2-2010, Guide for Inspection of Elevators, Escalators, and Moving Walks (applicable to equipment), A17.3-2011, Safety Code for Existing Elevators and Escalators (applicable to equipment), National Fire Protection Association Standards (NFPA), Unified Facilities Criteria (UFC) 3-600-01, Fire Protection Engineering for Facilities, Occupational Safety and Health Administration (OSHA) Standards and the recommendations of the original equipment manufacturer (OEM). The performance period for this service will be one (1) year base period from 1 October 2018 through 30 September 2019 and 4 (one-year) option periods from 1 October 2019 thru 30 September 2023. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services, except as specified in the contract as Government Furnished Property/Services, will be provided by the contractor. A Fixed Price contract is contemplated. This acquisition will be a competitive total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 238290, Other Building Equipment Contractors, with a small business size standard of $15,000,000. It is anticipated the solicitation will be issued electronically on or about 13 August 2018 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available.
