- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number W9124X-18-Q-5014 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 effective 16 Jul 2018 and Defense Federal Acquisition Regulation Supplement Publication Notice 20180629 effective 29 Jun 2018. It is the contractors' responsibility to be familiar with applicable clauses and provisions. (iv) This requirement is solicited under Total Small Business Set-Aside under NAICS 336413, Other Aircraft Part and Auxiliary Equipment Manufacturing, small business size standard 1,250 Employees. The Nevada Air National Guard intends to establish a Firm Fixed Price (FFP) contract for the acquisition of engine trailer modification parts, see item description for detailed explanation. (v) Schedule of Supplies/Services: CLIN 0001: Stationary Work Centers Extended Description: STANLEY VIDMAR (RP1973ALBK)or equivalent. Work Center must be built out of steel to normal industrial environment standards with a powder coated finish. Overall Dimensions must be Height x Width x Depth(HxWxD);(HxWxD=37"x60"x27-3/4") Drawer: Must be built with a study roller bearing track system and capable of supporting 400lbs per drawer and come with divider partitions. Must have the capability to lock all drawers closed and both Work Centers must come keyed the same with four each keys. Each drawer must have an aluminum or metal handle for ease of opening. Total number of drawers must be 10, one top drawer Height x Width x Depth x Compartments (HxWxDxC) (Approx. HxWxDxC=3, 7/8"x58"x27"x28). Nine drawers divided equally between left and right with the following approximate dimensions in HxWxDxC; 1EA (3"x28"x27"x30), 2EA (3- 7/8"x28"x27"x16), 1EA (3-7/8"x28"x27"x12), 1EA (7"x28"x27"x8), 1EA (3"x28"x27"x20), 1EA (3-7/8"x28"x27"x16), 1EA (5-3/8"x28"x27"x12), 1EA (10-1/8"x28"x27"x8). Quantity Unit of Issue Unit Price Extended Price 1 Each _________ ___________ CLIN 0002: Front Door Extended Description: Rear Roller style, spring assist (enclosed counter balance system), aluminum shutter roll-up door with conventional track style - added gusseting on tracks to support weight on door from above (prevent bowing/distortion/damage on horizontal surface of door when closed). Track and door will need to be able to support its' own weight while closed plus an additional 400lbs on horizontal surfaces. Brushed aluminum finish. Equipped with bottom rail lift bar that shall be a one piece "D" shaped aluminum extrusion with linear striations and shall be supported by no less than two pivot blocks. Door needs to be 70" wide, Roll up vertically 62" and roll across a 90 degree radius track to then roll horizontally rearward 28"("Bread box" style). Require manual key lock to be installed inside bottom rail. Door will need to be wound onto a roller in the top rear of the compartment. Require a pull strap attached to door bottom. Require a bottom sill plate with a water dam. Door will need a concave interior surface to minimize loose equipment jamming the shutter door closed. Shutter slats will feature an interlocking end shoe to prevent side to side binding of the shutter door during operation. Slats must have interlocking joints with an inverted locking flange. Slat inner seal shall be a one piece PVC extrusion or equivalent; seal design will be such to prevent metal to metal contact while minimizing dirt and water from entering the compartment. Will need to be as weather proof as possible. Require manual key lock to be installed inside bottom rail. Door will need to be wound onto a roller in the top front of the compartment. Require a pull strap attached to door bottom. Require a bottom sill plate with a water dam. Door will need a concave interior surface to minimize loose equipment jamming the shutter door closed. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum: (a) To assure timely and equitable evaluation of the quotes, vendors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract, the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within seven (7) business days. (vii) Provision 52.212-2, Evaluation Factors: The provision at 52.212-2, Evaluation -- Commercial Items (Oct 2014), this provision has been tailored to this procurement and is provided in full-text below: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1)Lowest Price that meets the salient physical, functional, or performance characteristics in accordance with the solicitation. (viii) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Jan 2017) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award. (ix) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text. (x) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text. Additionally, the provisions and clauses at Attachment 2 apply to this acquisition. (xi) This acquisition does not require a Defense Priorities and Allocations System (DPAS) rating. (xii) NOTICE TO ALL INTERESTED PARTIES: The offeror may submit questions requesting clarification of solicitation requirements to the Nevada Air National Guard Contracting Office via email at: usaf.nv.152-aw.list.fal-msc-contracting@mail.mil. It is requested that all questions be received no later than Tuesday, August 7th, 2018 by 2:00 PM PST as all answers to questions must be posted prior to the response date. An amendment will be issued answering all questions received, providing the Government's answers. All responsible sources may submit a quotation which shall be considered by the agency.
