- VA James J. Peters VA Medical Center Research Department intends to negotiate on a sole source basis with New York Genome Center, pursuant to FAR 6.302-1; to continue to provide sequencing services in support of their research study Epigenetic Mechanisms in Blast Related Traumatic Brain Injury. NYGC has functioned in this capacity on this project in the past, and to avoid batch effects it is essential to have them continue to perform sequencing and microarray profiling of our samples to limit the experimental variability across batches being processed, thus limiting potential batch effects which can hugely impact the outcome of experiments and subsequent analyses. Given that the New York Genome Center has performed these specific assays for this project, these newly generated data performed by the same contractor will allow us to easily combine data across multiple batches with controlled study/experiment-wise error. These services must be provided by a vendor within in one hour s drive of the VA facility, due to the nature of the study. Members of the VA laboratory in the James J Peters VA Medical Center (JJPVAMC), Bronx, NY, will deliver the samples to the Center/Facility. Due to the necessity to maintain temperature control, physical integrity of the samples and chain of custody, transportation of the samples outside this specified radius is infeasible. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, August 17, 2018 at COB. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
