Description
Attachment 2 -- Note To Offeror, Statement of Work Attachment 1 -- Form SF-1449, Solicitation Clauses and Provisions Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. This combined synopsis/solicitation will result in a firm fixed-price line item in one purchase order. (ii) The reference number is __12639518Q0232__ and the solicitation is issued as a request for quote (RFQ). The SF-1449 Form is attached along with the detailed terms and conditions that are presented in Attachment 1 to this combined synopsis/solicitation. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication listed in Attachment 1. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that a single purchase order will be awarded. This is a Full and Open solicitation. Qualified small businesses are encouraged to submit quotations. The associated NAICS code for this effort is __541380__ and the small business size standard is _$15 million_ in annual sales for Testing Laboratories. (v) This requirement consists of a soil adsorption/desorption study for 3-chloro-p-toluidine hydrochloride per the specifications in Attachment 2. The Note to Offeror is also provided in Attachment 2 to this combined synopsis/solicitation. The vendor shall return a Price Quotation with offered pricing along with other requested information to the contracting specialist listed below in accordance with the Note to Offeror. (vi) The product specifications for this requirement are provided in Attachment 2 to this combined synopsis/solicitation. (vii) Delivery and acceptance of deliverables will be FOB destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: One competitive firm-fixed price, purchase order award will be made to the responsible firm with the Lowest Price Technically Acceptable (LPTA) quotation. Technical acceptability will be assessed on a pass/fail basis of the following factors: 1) The laboratory must have had at least one inspection or data audit by the U.S. EPA for compliance with EPA FIFRA GLP standards within the last 10 years. If one or more audits were conducted in the past 10 years, the three most recent closed audits within the timeframe must not have resulted in EPA's rejection of a study either partially or fully due to failure to comply with all EPA GLP standards. Provide documentation of the one, or if available in the previous 10 years, up to three most recent audit findings. Foreign companies may provide the results of the most recent inspection by their authority responsible for GLP compliance. 2) The laboratory must have a record of conducting the soil study Adsorption/Desorption: OPPTS 835.1230 EPA guidelines. Provide documentation from the facility's ‘Master Schedule' of at least three soil adsorption/desorption studies per EPA guidelines within the past five years. 3) The intended Study Director and at least 20% of other laboratory scientists contributing to this study must demonstrate prior experience participating in at least two other soil adsorption/desorption studies per OPPTS 835.1230 guidelines. Provide documentation of personnel experience. A statement summarizing key personnel experience in at least two studies of this type shall meet the requirement. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation, unless completed at www.SAM.gov for NAICS code 541380. A copy of the provision may be attained from http://www.acquisition.gov/far/ and in Attachment 1. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clauses and AGAR clauses identified in Attachment 1 are considered applicable to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The checked FAR clauses are identified in Attachment 1. (xiii) To be awarded this contract, the offeror must be registered with current information in the System for Award Management (SAM) database. SAM information may be found at http://www.sam.gov. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xiv) No applicable Numbered Notes.
