- The purpose of this amendment is to post questions and answers. Questions were sent to the Contracting Officer and responses are posted below: 1. How are these services currently being performed? Under contract? In-house? If these requirements are currently being performed under a contract, Who is the Contractor? What is the contract number? When does the contract expire? What is the current contract value? Answer: This is a new requirement. 2. Can we add a CLIN for the appropriate applications so as to not create unrealistic monthly services rates? Answer: Please propose per the Price/Cost Schedule. 3. Would a response that includes a technological component (cloud-based data platform, analytics, applications) be acceptable to you or would it be disregarded? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 4. Should the pricing table provided on page 7 of the RFP be submitted as a separate volume from the technical volume? Answer: The pricing table should be in the pricing volume separate of the technical volume. 5. Does the government require submission of Attachment C: QASP with contractor representatives included as part of the response? Answer: Yes. 6. On page 15 of the RFP it is stated there will be no automated email notification of receipt quotes is there a method by which the government will provide receipt confirmation of quote submissions? Answer: No, there will be no confirmation receipt. 7. Is it acceptable to the government for contractors to provide training referenced in bullet 4a. on page 4 of the RFP in different variations of class sizes based on individual contractor methodology? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 8. Is a physician coach required to lead physician training? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 9. Does the government want to review full software license agreements as part of this response submission? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 10. With Veteran suicide on the rise, and discharge planning being a critical part of care throughout the continuum, should this engagement include a discharge planning tool? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 11. Does TVHS currently utilize a standardized baseline evaluation tool or is the contractor expected to develop or recommend one? Answer: Tool is to be developed by the contractor in collaboration with TVHS leadership. 12. Can the contractor assume that assessments will be conducted at a total of 22 sites at baseline and quarterly (two hospitals and the 20 community based clinics/sites) for a total of (22x4) 88 assessments? Answer: Assessments can be conducted both electronically and in person. In person assessments would be conducted at the 2 main campuses and the 2 primary CBOC Hubs (Chattanooga and Clarksville). 13. Can TVHS provide an estimate of the number of onsite coaching visits they estimate would be conducted annually? Answer: The exact number of onsite coaching visits would be determined by the initial assessment and subsequent plan, however in general we would expect no less than quarterly onsite coaching visits at the 2 main campuses and the 2 primary CBOC Hubs (Chattanooga and Clarksville) with the remainder being virtual. 14. Would onsite technical coaching be inclusive of Alvin C. York Campus in Murfreesboro, TN, and the Nashville Campus in Nashville, TN as well as the 20 community based outpatient clinics / sites of care located in Tennessee and Kentucky? Answer: Onsite coaching visits would be conducted at the 2 main campuses and the 2 primary CBOC Hubs (Chattanooga and Clarksville). Employees at other remote sites would travel to one of these locations. 15. Are only the two hospitals considered campuses where these meetings would be hosted, or would the community based clinics also be considered a required venue for training. Answer: Yes, with contractor having live, virtual capabilities to cover the off-campus outpatient clinics. 16. Should contractor assume that they would house the catalog of online catalog of best practices, tools, workbooks, books, and other resources that have been harvested, tested, and refined from other healthcare organizations on their own hosted website, TVHS website or would a new site need to be created? Answer: Yes, contractor would house these items and provide access to TVHS leaders. 17. Is the column labeled Unit Price intended to represent the monthly cost for each element of service? Answer: Yes. 18. Will the contractor be expected to provide coaching/on site assistance at Arnold Air Force Base and Fort Campbell? Answer: No, contractor would not be required to travel to these 2 military bases. 19. Would consideration be given to lengthen the proposal response period beyond 10 days for a more thorough preparation time? Answer: No, the due date is 8/17/2018 at 10:00 am central. 20. Are there any prime bidder GSA requirements, e.g. acct system requirements? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 21. Are there any subcontractor contract requirements? Answer: Please propose per the combined synopsis/solicitation and Performance Work Statement. 22. Are there any technical proposal requirements not addressed in the RFP (page limitations, format, cover page, etc.)? Answer: No, please propose per the combined synopsis/solicitation and Performance Work Statement. 23. What is the intended reimbursement for this work? Can proposer propose the terms for reimbursement or will payment be a fixed monthly fee? Answer: This is a Firm Fixed Price (FFP) contract. All other terms and conditions of the original solicitation remain in effect. The closing date of this solicitation is 17 Aug 2018 at 10:00 am central. All proposals are to be emailed to the Contracting Officer at tara.hammrich@va.gov to arrive before this date and time.
