Page 4 of 4 THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified large business sources (2) the availability and capability of qualified small business sources; (3) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concern, (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition, and (6) current market price. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code is 339950, Signs Manufacturing SBA Small business size standard of 500 DESCRIPTION OF THE REQUIREMENT: The Syracuse VA Medical Centers has a requirement to replace ONE (1) Digital LED Sign. Specific sign characteristics SCREEN should be 4 8 x10ft, no more than 3 inches more than that and the top banner should be minimally 6.2 x10ft. cell data modem and 64 bit high end laptop to run proprietary software and Adobe CC (CS7) software Must be at least 6 mm pixel True resolution must be used. Must connect to internet outside of VLAN requires use of 4G/cell data modem with customer provided cellular data plan. A Standalone dedicated blue-tooth enabled laptop is required for use with Vendor provided software to include Adobe CC Screen quality resolution is a priority - 6mm LED is preferred over 8 or 10 mm, pixel matrix 216 x 432 (that size matches our existing screen size) Color Palette: 281 trillion colors Color Processing: 16-bit Grayscale Viewability: 160 degrees horizontal / 70 vertical Graphic Capability: text, animations, video & picture Display Dimming: 100 levels Video Frame Rate: 60 frames per second Average LED Life: 100,000 hrs FCC/green technologies and TAA compliant status as the VA requires use of envt friendly products/services user friendly software interface   Installation Vendor will be responsible for replanting of landscaping items at sign base to match existing look of surrounding area.    Any disruption to landscaping/ grass/plantings should be remedied upon project completion.   The work site location should look completed and landscaped upon the completion of the project.   No dirt left there, grass planted, and debris removed. A new sign base with pedestal post is required. Vendor is responsible for permit fees requirements. Warranty: LED Sign Warranty, manufacturer s advanced replacement parts warranty, technical support, FREE software training and support, parts availability guarantee Training: web based software training for unlimited number of users. A tech support call line with available POC/ contact number is desired as well. Miscellaneous New cabinet is required. Vendor is responsible for removal of the old cabinet and removal of all construction debris created.
