Description

The Office of the Comptroller of the Currency (OCC) intends to issue an order to Cowan Research LC on a sole source basis, under the authority of FAR 6.302-1 for the renewal of Eventus Software for event study and financial markets research. The Eventus software performs event study estimation and testing using the Center for Research and Security Prices (CRSP) and for use through Wharton Research Data Services System. The Eventus Software is the only tool that has the capability of performing event studies using data sources through subscriptions currently used by the OCC. Cowan Research LC is the only publisher of Eventus Software. This announcement is not a request for competitive quotations. However, capability statements received within three days after the posting date of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
