Description
NASA Armstrong Flight Research Center (NASA AFRC) has a need to incorporate various technical changes in its requirement for "Industrial and Potable Water System Upgrades and Modifications" under previously awarded contract No. 80AFRC17C0014. The specific requirement is to incorporate the following: Additional scope: Replace underground pipe feed to building 4920 water tank, repair monitoring well surround located adjacent to building 4823, repair leaking radiant heat water supply valves in building 4802, replace water feed to building 4820 landscape planter, replace significantly degraded building 4823 hot loop piping, replace building 4823 cooling tower, remove abandoned-in-place chiller equipment and pads in building 4838, replace shaker lab cooling tower, provide additional fire protection piping and hydrant in Area A, remove valve and patch piping adjacent to Substation 7, remove regulator and patch piping within building 4802 tunnel, provide additional valve in feed to building 4811, replace galvanized piping within building 4800, provide alternative configuration for underground valve vault near Forbes Ave., analyze soil adjacent to building 4811 to determine acceptability for leach field, repair finishes in building 4840 Mechanical Room 158, relocate electrical disconnect within tunnel adjacent to building 4802, modify design content within building 4800 photo lab, repair occupant safety issue at building 4853 trench grates, provide additional valves in building 4800 for isolability, replace building 4825 lead-in piping, repair irrigation piping within building 4811-4825 road island, and patch surfaces, reactor-based water softening/biocide generator/conductivity moderator installations, building 4800/4840 cooling tower replacements, 4800 TRAPS CRAC unit replacements, 4982 CRAC unit humidification, 4838 separation of industrial and potable water systems, replacement of water feed to building 4850, replacement of fan house #6 boiler. NASA/AFRC intends to acquire the additional services directly from Anna Lisa Luna Construction, Inc., 1250 Cruzero Street, Ojai, CA 93023-3819. The services to be provided by Anna Lisa Luna Construction, Inc., will be in accordance with terms and conditions of Contract No. 80AFRC17C0014. Justification for Other than Full and Open Competition. Authority for the requirement is 10 USC 2304(c)(1) and FAR 6.302-1 (a) (2) (ii) - Only one responsible source. Justification is based upon the following facts: Anna Lisa Luna Construction, Inc., personnel have hands-on experience and are presently performing various "Industrial and Potable Water System Upgrades and Modifications" under contract No. 80AFRC17C0014. To solicit and award a new contract to support the changed requirement(s) would lead to a substantial duplication of cost to the Government that is not expected to be recovered through competition and will lead to unacceptable delays in fulfilling the agency's requirements. Awarding a new contract to support changed requirement, could also lead to multiple contractors performing similar tasks within the same location(s) at the Center. Contractor performance will be interrupted due to interference between multiple co-located contractors leading to additional cost impacts to the Government and would result in diminished efficiencies in executing their respective work. In addition, there could be negative impacts associated with the final commissioning and acceptance of the current "Industrial and Potable Water System Upgrades and Modifications" under contract being performed by Anna Lisa Luna Construction, Inc. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on August 28, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
