- Hamilton Star Liquid Handling Biorobots Hamilton Starplus Kapa Upgrade Accessories Notice of Intent to Sole Source Hamilton Star Liquid Handling BioRobots and Starplus Kapa Upgrade Accessories The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of The Armed Forces Medical Examiner System (AFMES), Armed Forces DNA Identification Laboratory (AFDIL), intends to award a sole source Firm-Fixed Price supply contract to Hamilton Robotics, 4970 Energy Way, Reno NV 89502 (DUNS 964031798; CAGE Code 5C7G1) for the purchase of two Hamilton Star Liquid Handling Biorobots and Hamilton Starplus Kapa Upgrade Accessories for integration into the existing custom laboratory information management system. The Hamilton STAR workstations will be used to extract and perform short tandem repeat amplifications on military member's DNA and Family Reference specimens in support of current day and past accounting mission needs.. The Hamilton STAR workstation is a 1664x903x1006mm (WxHxD) fully enclosed robotic platform that utilizes both a fixed 8 channel and multichannel modular arm for pipetting and transferring liquid around the deck. Additionally, an integrated heater/shaker, magnetic stands, and plate sealer allow for efficient extraction and amplification of 1 to 96 samples at a time. The Windows 10 operating system, coupled with the robust Venus software, allows for highly customizable program development that easily integrates with AFMES-AFDIL custom LIMS. The Hamilton STAR Workstation has been forensically validated, adhering to the Federal Bureau of Investigation's Quality Assurance Standards and the American Society of Criminal Laboratory Directors International ISO-17025 accreditation guidelines. These items are necessary for ongoing mission requirements in assisting the Armed Forces Medical Examiner System and the Defense POW/MIA Accounting Agency (DPAA) with DNA testing for the identification of U.S. Service members as mandated under title 10 USC, chapter 75, 1471 and 10 USC, Chapter 76, 1501-1513; NDAA 2010, Section 541 (d) (2) and DODI 5154.30. Failure to purchase this instrument and software will lead to mission degradation. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1903. The Federal Acquisition Regulation (FAR) citation is is 13.501-(a)(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)". AFMES provides the DoD and other federal agencies comprehensive forensic investigative services, to include forensic pathology, DNA Forensics, forensic toxicology, and medical mortality surveillance. AFMES is not only the single worldwide medical examiner system, but it also supports the entire U.S. federal government. This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement before the closing date of this public notice. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10:00 a.m.. (EST) 21 August via e-mail to the Contract Specialist, Ms. Catherine Hutchinson at Catherine.hutchinson4.civ@mail.mil. No phone calls will be accepted. No proprietary, classified, confidential, or sensitive information should be included in response to this notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
