Description
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Miltenyi Biotech to purchase an Automacs Pro Cell Separator with software and starter kit for fully automated cell separation. Automated cell separator must have the following minimum specifications: - A barcode reader ("code reader") or touchscreen activated automated cell isolation system with pre-programmed isolation protocols that are utilized by the integrated computer. - Sequential separation and labelling of up to six samples without user intervention for both negative and positive selection. Samples should be able to consist of both manually and auto-labelled cells. - Custom cooling sample rack to keep samples cool during the separation process. - Reagents used for auto-labelling - Biodegradable 50 nm super-paramagnetic beads (iron) coated with polysaccharide that form a colloidal suspension. -Beads which can directly conjugated to monoclonal antibodies. -Separation time of 3-10 minutes -Input volume of 100 µl to 50 ml. -Automated system cleaning. -Dual super-paramagnetic, bio-Teflon® coated matrix columns that are reusable over a two-week period or up to 100 separations, whichever comes first. -High-gradient magnetic field optimized for cell isolation while maintaining optimal cell viability and function. -Highly pure selection and recoveries of very rare populations, frequencies down to 10-8. The statutory authority for this sole source requirement is 41 U.S.C. 1901(e)(2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable brand name item or equivalent products that conform to the specifications of the intended item may submit a capability statement of no more than five (5) pages by email to LaDonna Stewart at lstewart@niaid.nih.gov. The capability statement must specify all products (with added product technical specification sheet as necesary) to be evaluated for comparability. All capability statements must be received by 12:00 pm Eastern Standard time on Wednesday August 22, 2018 and must reference NOI-NIAID-1923145 in the subject line. All vendors responding to this notice must also specify their business size to determine if a set-aside is possible. All responses received by the closing date and time of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
