Description
The LCS Mission Package Support Facility (MSPF) is tasked by PEO-LCS, PMS505 to embark and debark (install and de-stall) Mission Modules abourd Littoral Combat Ships (LCS). Mission Modules are modular combat systems that are designed to be easily installed or removed from LCS ships as needed. LCS Mission Packages include 20 foot ISO containers that require special lifting sling assemblies. Normally, these sling assemblies are heavy and not easily transported. This specification is for lightweight, portable container lifting sling assemblies that will be used by fly-away teams to embark and debark Mission Modules abourd Littoral Combat Ships. Technical Criteria 1. The Sling assemblies must: a. be capable of bottom lifting a 20 foot ISO container with a maximum weight of 30,000 pounds (15 tons) in accordance with ISO 3874. The bottom sling attachment shall bear on the corner fitting only and should be such to exert lifting forces not more than 1.5 inches (38mm) away from the outer face of the corner fitting. b. meet requirements for below the hook lifting devices specified in NAVFAC P-307 Weight Handling Program Management including ASME standards; (ASME B30.9 for slings, B30.26 for rigging hardware (shackles, safety hoist rings, etc), B30.20 for below the hook lifting devices). c. be marked with the OEM's name, logo, trademark, or other method making it possible to identify the OEM as well as the assembly's working load limit and total weight of the assembly. d. have each component that can be broken down and proof tested separately shall be marked with a unique serial number that will allow it to be traced to its test and inspection documentation. e. include a splash resistant transportation/shipping container. Maximum dimensions of the transportation/shipping container are 7 L x 2 W x 2 H feet. f. have a maximum weight of 320 pounds including transportation/shipping container. g. shall employ a telescopic or similar design to allow for a more compact storage/transportation configuration. 2. The vendor shall provide a certificate of load (proof) test for each component or assemble (stating the actual test load and test duration) in accordance with NAVFAC P-307 in hard copy or pdf.
