Description
ANTIBODIES LIST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-148 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-99. The North American Industry Classification (NAICS) Code is 325414 and the business size standard is 1250 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with R&D Systems, Inc. of Minneapolis, MN a variety of antibodies on a standing order basis for the lab. SEE ATTACHED ITEM LIST. The lab focuses on HIV-1 pathogenesis and the role of extracellular vesicles in health and disease in particular viral infections. Toward these goals our lab performs a large amount of multiplexed bead-based assays. We have developed in-house assays rather than purchasing commercial kits. However, to maintain consistency in our results, we must purchase the same reagents from R&D Systems. The assays the lab perform use antibodies that work as pairs, that is they are antibodies that allow a particular protein to be captured by one antibody and detected by a second antibody bound to the same protein. These antibodies must recognize different areas of the protein for them to work together rather than compete. In addition, these antibodies must remain constant over time to ensure that measurements are comparable. Different antibodies bind with different efficiencies and therefore can give different measurements. Thus, it is vital to use the same antibodies and protein standards all the time. Different companies provide different antibodies that recognize the different areas of proteins and with different efficiencies The lab has developed these assays over ten years ago and have always used antibody pairs and protein standards from R&D Systems. Not all antibodies work well together therefore buying antibody pairs that are already tested in sandwich ELISA format is necessary. In addition, the second detection antibody must be tagged with biotin, and not any other kind of tag. R&D Systems makes such antibody pairs and protein standards and we use their products for nearly all of our analytes. In addition, we need to compare results with our collaborators who are using these same reagents. Reproducibility and ability to compare our results between past and future experiments of our own and that of collaborators is critical. R&D systems has a large range of products enabling us to buy all necessary reagents from one source at an economical cost. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Responses to this solicitation must include sufficient information to establish capability to provide all products specified in this synopsis and should submit a copy of their quotation/offer to the below address or via email to robinsti@mail.nih.gov. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations will be due ten calendar days from the publication date of this synopsis or by August 22, 2018 by 9 am, EST. via email or postal mail.
