- SOURCES SOUGHT NOTICE NB6710001502713 The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing modifications to Commandwear Systems software used in the NIST, Public Safety Communications Research(PSCR) division's support to project related to the Internet of Things (IoT) as described in the draft specifications. The purpose of this notice is to identify organizations capable of providing the necessary item and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. This requirement is assigned a NAICS code of 511210 with a small business size standard of $38.5M. Interested business organizations that believe they can meet the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 4:00 p.m. MT, Wednesday, 15 Aug. 2018. The capability statement shall identify the business status of the organization. DRAFT STATEMENT OF WORK TITLE: Situational Awareness Tool Software Development Services LAB REQUESTING SERVICE: Public Safety Communications Research Division I.BACKGROUND INFORMATION The National Institute of Standards and Technology's (NIST's) Public Safety Communications Research (PSCR) Division is currently supporting projects related to the Internet of Things (IoT) wireless technologies which refers to the connection to and continuous retrieval of data from machine and sensor sources. A major application of this technology will be to implement a personal area network for first responders. This network will provide continuous data feedback to a centralized location where an incident commander can visually monitor the health and the environment of first responders by use of a situational awareness tool. II.SCOPE OF WORK PSCR has built a proof of concept IoT data repository which houses simulated data related to the first responder physical environment. A situational awareness tool to track and present this data in real time is required. III.FEATURES The contractor shall deliver a situational awareness tool with the following features: A.Ability to define and differentiate situational awareness participants according to rank and position. The tool should be able to mimic first responder unit hierarchy. B.Ability to have incident command view all first responders on the scene from a map overview C.Ability for first responders to be able to see their own situation from a mobile device D.Ability to message between incident command and first responders E.Ability to display the exact time of messages being sent between first responders (real-time data verification) F.Ability for the first responder to interact with the program without impeding his/her duties G.Ability to record events for retention H.Ability to connect with PSCR's data repository I.Ability to request data from PSCR's data repository using the application program interface (API) developed by PSCR J.Ability to display data from PSCR's data repository on the commander and first responder instance of the situational awareness platform IV.REQUIREMENTS The contractor shall deliver a situational awareness tool with the following requirements: A.If software solution is cloud based, the contractor shall provide internet protocol (IP) addresses that will send and receive data traffic. PSCR will allow special access to only these IP addresses obtaining data. B.If software solution is local, the contractor shall install an instance of the server on a local PSCR machine. C.The contractor shall develop code which allows the submission of queries to obtain necessary data. These queries shall be formatted based on PSCR-developed API methods. The APIs will be provided to the contractor after contract award. D.The contractor shall develop code to visually output the data onto a situational awareness platform. V.TASKS The contractor shall integrate its situational awareness platform with PSCR's data repository. That integration shall be considered complete upon finalization of the following tasks. A.Use a fixed set of static IP addresses when making outbound requests to PSCR's data repository so that PSCR can whitelist requests from these IPs. B.Modify its situational awareness platform back end to support additional sensor information associated with users. C.Add logic to its situational awareness platform server to query the PSCR server on a regular basis for the latest sensor readings. As required, work with PSCR to add/modify the API endpoints. D.Modify the situational awareness platform server front end (the commander's instance of the application) to display sensor readings to situation field commanders in near real-time. E.Near Real-time Sensor Display in Communicator (the first responder's instance of the application) 1.Create an API endpoint to register device subscriptions to real-time sensor notifications via cloud messaging 2.Support to communicator for receiving real-time sensor notifications via cloud messaging 3.Design a user interface (UI) for a 'sensors' tab within the existing communicator UI 4.Implement a 'sensors' tab within the communicator UI a.Show sensor data within the communicator smartphone app b.Create an API endpoint to register device subscriptions to real-time sensor notifications via cloud messaging c.Support to communicator for receiving real-time sensor notifications via cloud messaging d.Only the most recent sensor readings will be displayed e.Sensor values shall not be highlighted if in a hazardous range F.Provide a UI for adding new sensors 1.Design a UI for a new 'sensors' admin page 2.Create an API endpoint on its situational awareness platform server for creating/reading/updating/deleting sensor configurations 3.Implement a new 'sensors' admin page that allows associating a sensor with the situational awareness platform user   VI.DELIVERY The contractor shall deliver the following items: A.A set of static IP addresses so PSCR can whitelist requests from the contractor's situational awareness platform server to PSCR's data repository B.Web-based front end with updated display showing sensor readings in near real time C.An updated communicator application UI with a ‘sensors' tab to display sensor data via the smartphone application D.A UI for adding new sensors within the situational awareness platform admin page 1.The UI will allow the situational awareness platform admin to create, read, update, delete sensor configurations 2.The UI will allow the situational awareness platform admin to associate a sensor with a platform user E.Fifteen (15) hours of onsite support and maintenance to PSCR users at PSCR's location of preference VII.INSTALLATION No installation is required by the contractor. VIII.MAINTENANCE No maintenance is required by the contractor except for that listed in Section VI.E. above. IX.WARRANTY No warranty is required on these services X.DELIVERY DEADLINE The delivery for the services shall be twelve (12) weeks after receipt of order. XI.PLACE OF PERFORMANCE All development work shall be completed at the contractor's facility. Onsite support will take place at either PSCR's lab in Boulder, CO, or at a predetermined location for demonstration. XII.GOVERNMENT FURNISHED PROPERTY PSCR will provide the following intellectual property: A.Network access to PSCR's data repository B.Data from sensor-generated datasets, C.Documentation for PSCR's public safety API XIII.ACCEPTANCE / INSPECTION Prior to acceptance and final payment, PSCR will test and evaluate the operation of the delivered product to ensure performance is in accordance with this SOW.
