- SOLICITATION FOR SENIOR MULTILATERAL ADVISOR POSITION AT USAID/MALAWI In Malawi, there is an array of bilateral and multilateral organizations investing in a future free of HIV, Malaria and TB. Private sector partners are also investing in Malawi for innovative solutions and opportunities. The U.S. Government (USG), through its Presidential initiatives – the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI) – as well as its broader health investments in TB, works closely with the Ministry of Health, multilateral, bilateral and private sector partners and civil society to advance technically-sound, sustainable solutions with government structures at the central, district and local levels. Governance, oversight, and technical advisory roles with Malawi’s Global Fund Country Coordinating Mechanism (CCM); Gavi’s Expanded Program on Immunization (EPI) team; Health Donor Group (HDG); HIV/AIDS Donor Group (HADG); and other technical working groups are critical to working in partnership as part of the US government’s investment in Malawi. This partnership further includes ensuring close coordination to increase impact of existing funds and address potential duplication. 2. GENERAL RESPONSIBILITIES: The Senior Multilateral Advisor will serve as an U.S. Personal Services Contractor placed within the U.S. Embassy community under Chief of Mission Authority. This position plays a critical role in promoting alignment and complementarity between U.S. government investments through PEPFAR, PMI and TB bilateral investments and those financed through the Global Fund, including related investments through other multilateral partners and private sector organizations. The Senior Multilateral Advisor will provide leadership, advice and counsel to USG interagency leaders in-country in the governance, implementation and monitoring of the Global Fund investment portfolio. The Senior Multilateral Advisor will collaborate and share information with USG interagency leaders in-country and the Office of the Global AIDS Coordinator (S/GAC) relevant to efforts to ensure complementarities between USG investments, the Global Fund, and other donors when relevant. This individual will represent PEPFAR/Malawi in relevant donor coordination fora, to improve awareness of PEPFAR strategy, investments, and opportunities for collaboration. The incumbent will be an integral member of the USG team based in the PEPFAR Coordination Office in Lilongwe. A significant portion of this position is engagement with the Global Fund investments in Malawi. This includes, but is not limited to, regular engagement with the Country Coordination Mechanism (CCM) and the Malawi Global Fund Country Coordination (MGFCC) Secretariat. The incumbent will also liaise with S/GAC Multilateral Diplomacy team, the Global Fund Secretariat, and PEPFAR’s Liaison in Geneva to keep abreast of and provide field perspective on Global Fund policies and processes. 3. ROLES AND RESPONSIBILITIES: The USG interagency team recognizes the importance of strong coordination and linkage between Global Fund and USG resources in the fight against the three diseases. To ensure optimal effectiveness of this position, the Senior Multilateral Advisor will be an integral member of the USG PEPFAR and PMI teams within Malawi. MAJOR DUTIES AND RESPONSIBILITIES Establish strong working relations with leading entities in the national HIV response (Department of HIV/AIDS, National AIDS Commission, Civil Society Organizations, etc.), the National Malaria Control Program, the Global Fund Portfolio Manager and Country Team (based in Geneva), the Program Implementation Unit, the Country Coordination Mechanism, and the Local Fund Agent, among others, to monitor funding request processes, grant implementation, funding disbursements, absorption, and reporting; Maintain a knowledge base on Global Fund policies, management directives and systems applicable to HIV/AIDS, TB, and malaria grants in Malawi, as well as current USG policy as it relates to the Global Fund; Collaborate with USG interagency leaders in-country (e.g., State, USAID, CDC, Peace Corps, DOD) to promote alignment and complementarity between USG and Global Fund, investments across the health portfolio, including cross-cutting areas such as Monitoring and Evaluation, Procurement and Supply Chain, and Adolescent Girls and Young Women. The primary focus for alignment and complementarity activities is with the Global Fund investments but should include other multilateral investments (e.g., UNAIDS, Gavi, UNITAID, the Global Finance Facility) and private foundations (e.g., Bill and Melinda Gates Foundation) when relevant to PEPFAR investments; Serve in CCM governance and oversight committee roles designated to the USG or those that the USG holds in representing other bilateral donors; Represent PEPFAR/Malawi in relevant donor coordination fora, including the HDG and the HADG to support information sharing and strategic coordination with other health donor efforts; Communicate and regularly share information with USG interagency leaders in country for HIV, TB, malaria and health systems strengthening to promote alignment and complementarity between USG and multilateral investments; Serve as a senior member of the PEPFAR Coordination Office and PEPFAR Management Team. Specific Major duties and responsibilities include: a) Advise the USG Mission on Global Fund and other multilateral issues and promote USG programmatic linkages, with special attention to HIV, TB, Malaria and issues of health systems. (40%) Provide leadership, advice and counsel to USG interagency leaders in-country, with an emphasis for PEPFAR, in the governance, implementation and monitoring of the Global Fund investment portfolio. This work is particularly important for Global Fund policy updates, delegation announcements, and matters arising from the CCM. Facilitate discussion with USG interagency leaders, with an emphasis for PEPFAR, to identify and prioritize multilateral issues of strategic interest to USG bilateral programs, especially in preparation for quarterly joint Global Fund-Gavi country missions to Malawi. Lead development of multilateral-related Front Office communications (e.g., Information and Decision Memoranda, Talking Points, Public Remarks, Meeting Briefs, etc.). This writing requires understanding issues of strategic interest to USG bilateral programs and the ability to communicate the issues coherently and cohesively. Liaise with S/GAC Multilateral Diplomacy Team, PMI headquarters Global Fund Advisor, and PEPFAR Global Fund Attaché based in Geneva, Switzerland. Attend monthly calls led by the S/GAC Multilateral Diplomacy Team. Represent USG in donor coordination fora, including the HDG and HADG, and appraise USG agencies of relevant developments. b) Identify and propose solutions to policy, governance, oversight and management issues (including financial) affecting health investments (40%) Actively engage in Global Fund grant governance, oversight, and implementation to promote alignment and complementarity with USG investments. Serve in CCM governance and oversight committee roles designated to the USG or those that the USG holds in representing other bilateral donors; Communicate and regularly share information with USG interagency leaders in country for HIV, TB, malaria and health systems strengthening to promote alignment and complementarity between USG and multilateral investments, including regularly, timely sharing of information with USG stakeholders on CCM meetings, issues arising, etc. Share information about USG investments and strategy with CCM governance and oversight committees and Principal Recipients as relevant to maximize complementarity of resources and avoid duplication. · Negotiate complex political situations and identify potential policy and technical solutions to implementation bottlenecks. Facilitate implementation of these solutions. · Support Global Fund Funding Request development and related processes in coordination with USG interagency leaders in-country. This support includes keeping the U.S. Embassy’s Front Office up-to-date on the progress of existing and emerging investments, particularly through the Global Fund. · Communicate regularly with Global Fund Country Team, Local Fund Agent, Program Implementation Unit and key focal points for other multilateral and bilateral institutions as relevant to share information and discuss issues related to implementation that may impact results. · Participate in site visits, monitoring activities, and share observations/findings with the USG interagency and other key stakeholders. c) Serve as a senior member of the PEPFAR Management Team (PMT) (20%) Participate in weekly PMT and Country Team (as necessary) meetings. Act as PEPFAR Coordinator in his/her absence for work-related travel and personal leave. Provide leadership in the development of PEPFAR quarterly and annual planning and reporting requirements, such as the Country Operational Plan.
