- SOLICITATION FOR THE POSITION OF AGYW AT USAID/MALAWI. A critical development priority for Malawi is keeping adolescent girls and young women (AGYW) in school, safe, and HIV-free. This is articulated into action through the Government of Malawi’s (GOM) multi-sectoral AGYW Strategy. As one of the largest bilateral partners and investors in evidence-based programming, the U.S. Government (USG) works closely across GOM Ministries and sectors. As one of fifteen countries in the world implementing the DREAMS ( D etermined, R esilient, E mpowered, A IDS-free, M entored, and S afe) Initiative and DREAMS Innovation Challenge ($39.7M combined investment, with an additional $8.5M slated for FY19) and through the recent Malawi Secondary Education Expansion for Development (SEED) Initiative ($40M committed funding starting mid-FY18), Malawi is at the forefront of innovative programming to address challenges faced by AGYW with layered solutions. These programs are multi-sectoral – bringing together what works in education and health as well as risk avoidance and gender based violence prevention. This position will work across USG agencies (State Department, U.S. Centers for Disease Control and Prevention, Department of Defense, Peace Corps, and the United States Agency for International Development [USAID]) at Post Malawi. The position will be seconded to the Department of State PEPFAR Coordination Office. The AGYW Technical Advisor will report to the PEPFAR Coordinator for programmatic matters and to the USAID Executive Officer for administrative and personnel matters. Duties and Responsibilities: Working collaboratively with the U.S. Government Interagency team, the AGYW Technical Advisor will serve as the AGYW point person in the coordination of various USG funded initiatives addressing the challenges facing AGYW in Malawi. The AGYW Technical Advisor will specifically support the implementation of the SEED Initiative as the focal point for interagency coordination, ensuring coordinated, harmonized, and strategic coordination within the Interagency. The AGYW Technical Advisor will be responsible for leading coordinated effort on DREAMS planning, monitoring, reporting, and communication, including supporting Interagency technical assistance visits. Leveraging extensive PEPFAR programing in DREAMS, the AGYW Technical Advisor will work collaboratively with the USAID’s Program and Technical Offices and multi-lateral stakeholders to identify opportunities for collaboration and ensure complementarity among AGYW programming, including gender-based violence. The AGYW Technical Advisor will also serve as the officially designated Grants Officer Representative (GOR) of the Office of Global Women’s Issues (S/GWI) $6M gender-based violence prevention grant in Malawi, actively managing primary grant recipient EngenderHealth Malawi’s performance, liaising with the PEPFAR Interagency for technical assistance to S/GWI grantees in Malawi, and providing regular updates for the PEPFAR Interagency, Front Office, and multi-lateral stakeholders. In addition to primary duties and responsibilities within the AGYW population and thematic areas, the AGYW Technical Advisor may serve as acting PEPFAR Coordinator as requested, and will therefore be responsible for maintaining awareness of and involvement in investments across the PEPFAR Malawi portfolio. The AGYW Technical Advisor will also support critical functions within the PEPFAR Coordination Office, including supporting annual development of the PEPFAR Malawi Country Operational Plan (COP), quarterly reporting through PEPFAR Oversight and Accountability Review (POART) and Annual Performance Review (APR), and briefing memoranda to the Front Office on an ad-hoc basis. I. Specific Tasks and Work Objectives: Specific work responsibilities, tasks, and work objectives include: A. Coordinate AGYW programming and policy efforts with USG and Multi-Lateral and National Counterparts (50%) ● Serve as the AGYW point person within the PEPFAR Interagency (USAID, CDC, Peace Corps, and Department of Defense) and for USG initiatives such as PEPFAR DREAMS, the USG SEED Project, and Gender-Based Violence programing ● Coordinate DREAMS planning, monitoring, reporting, and communications activities, including preparation for and facilitation of quarterly DREAMS partner meetings and support for interagency technical assistance visits ● Provide support and coordination for USG in its partnership with GOM efforts addressing AGYW, including implementation of the National AGYW Strategy, National Strategy for Youth Friendly Health Services, and National Strategy to End Child Marriage; through routine communication and, at least, quarterly USG AGYW coordination meetings. ● Support and advise the coordination of partners involved in the multi-sectoral response to gender-based violence (GBV), especially related to the DREAMS Innovation Challenge, the SEED Initiative, and Gender Based Violence funding through the Office of Global Women’s Issues (S/GWI) ● Participate on and directly support the Interagency HIV/AIDS Prevention Technical Working Group, of which AGYW is one of the five strategic pillars in Malawi ● Leverage DREAMS and Innovation Challenge activities with other USG-supported interventions, including USAID’s Give Girls a Chance (AMAA) and other projects targeting AGYW and implemented across different development sectors ● Engage key stakeholders including Traditional Authorities, UN organizations, the Global Fund, and other donors on AGYW activities and seek opportunities for joint programming, and on behalf of the USG, participate in quarterly Donor Gender and Human Rights Working Group meetings with an aim to ensure transparency and harmonization of USG investments with other in-country investments. ● At the request of the Chief of Mission, provide briefing, progress reports, memoranda, and other Front Office communications materials B. Embassy GBV Program Oversight and Coordination (25%) ● Serve as the State-AQM officially designated Grants Officer Representative (GOR) to provide in-country management of the $6.4M grant through Office of Global Women’s Issues (S/GWI) to primary grant recipient (PR) EngenderHealth Malawi (EH) and its sub grant awardees ● Ensure coordinated grant management of the S/GWI award through regular interface with the designated S/GWI Program Officer and the designated Grants Officer at State-AQM ● Actively manage PR EngenderHealth through programmatic reviews, frequent engagement with the PR, and tracking of grant results through status updates and quarterly and annual reporting requirements ● Conduct site visits to EngenderHealth and its sub awardees’ implementation sites in order to advise on and monitor the progress of implementation ● Consolidate various USG, UN, and other donor GBV resource maps based on latest information and work with EH. This includes reviewing the district assessments and needs mapping to identify gaps or opportunities to strengthen coordination and alignment with other donor investments ● Coordinate timely engagement with traditional authorities and faith-based organizations on issues of HIV and GBV, including logistics support for events and other stakeholder meetings C. Project & Program Administration (25%) ● Support the development of the Country Operational Plan (COP), PEPFAR Oversight and Accountability Review (POART), and Annual Performance Review (APR) with targeted focus on issues related to AGYW, including: Sexual Risk Avoidance and Reduction, Violence Prevention, DREAMS programing, Engaging Men and Boys, and other HIV prevention and treatment programming ● Serve as Acting PEPFAR Coordinator upon request ● Facilitate/prepare information sheets, presentations, and other documents about US government funded AGYW programs in Malawi ● Serve as site or control officer for internal USG and external obligations
