Description
Defense Logistics Agency Troop Support is seeking proposals from interested vendors to participate in an acquisition for Tote Boxes/Corrugated Collapsible Reusable Bulk Packing Systems. These systems are covered under the following NSN's with Annual Estimated Demand to follow: 3990-01-467-1659 with an annual estimated demand of 36,628 each; 3990-01-467-1668 with an annual estimated demand of 11,689 each. These items shall be submitted in accordance with the Solicitation section titled, "Commercial Item Description (CID) A-A-59554A." The primary customer for this Solicitation is the Defense Depot Susquehanna, PA (DDSP). The Solicitation is expected to be issued September 4, 2018 with an estimated closing date of October 4, 2018. These dates are subject to change. The resultant contract will be an Indefinite Delivery, Indefinite Quantity type contract with a two (2) year base and three (3) one year options for a total contract period of 5 years. This Solicitation will require the offeror to submit two (2) sample models (Product Demonstration Model, PDM) of each NSN (3990-01-467-1659 and 3990-01-467-1668) provided by the offeror. The PDMs will certify that the material complies with or exceeds all requirements set forth in the Commercial Item Description (CID) and Statement of Work (SOW). The sample models that are compliant with the CID, and the Product Conformance provisions outlined in the Solicitation will receive a "Pass" rating. The sample models shall be submitted at no cost to the Government. Sample models that fail to meet the aforementioned provisions shall receive a "fail" rating and will be rejected from further evaluation. Sample models that receive an "outstanding" or "acceptable" rating will be further evaluated in accordance with the remaining evaluation factors. This procurement will be solicited as a Total Small Business Set-Aside and will be negotiated utilizing BEST VALUE TRADEOFF SOURCE SELECTION PROCEDURES in accordance with FAR Part 15. The Product Demonstration Model (PDM) is considered the MOST IMPORTANT Factor and is required for the purpose of demonstrating that the offeror has the technical ability and business experience to interpret and translate the technical requirements of the Commercial Item Description (CID) into production of the end-item conforming to the CID requirements.
