Amendment 0001 PRE-SOLICITATION NOTICE Office of Workers' Compensation Programs Information Technology Support (OITS) Services United States Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP) Solicitation Number: 1605DC-18-R-00018 The purpose of Amendment 0001 of Solicitation Number 1605DC-18-R-00018 is to announce the cancellation of Solicitation Number 1605DC-18-R-00018. No additional information will be provided related to the cancelled solicitation. QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. PRE-SOLICITATION NOTICE Office of Workers' Compensation Programs Information Technology Support (OITS) Services United States Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP) Solicitation Number: 1605DC-18-R-00018 The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM) Office of Procurement Services (OPS) intends to issue a solicitation for Office of Workers' Compensation Programs Information Technology Support (OITS) Services to support the Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP). Specifically, the procurement will support the following Divisions within OWCP: 1) the Division of Federal Employees' Compensation (DFEC); 2) the Division of Longshore and Harbor Workers' Compensation (DLHWC); 3) the Division of Energy Employees Occupational Illness Compensation Program (DEEOIC); 4) the Division of Coal Mine Workers' Compensation (DCMWC); and 5) the Division of Administration & Operation's (DAO) Branch of Technology Standards (BTS). The Government anticipates the award of a Single Award, Hybrid Firm Fixed Price (FFP) and Labor Hour (LH) Contract. The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 541512 - Computer Systems Design Services. The Small Business Size Standard for NAICS Code 541512 is $27.5 Million. The Product Service Code (PSC) for the requirement is D302. The requirement for (OITS) Services shall be competed as a 100% Set-Aside for Contractors designated as an 8(a) Small Business. The Government anticipates posting Solicitation Number 1605DC-18-R-00018 to the Federal Business Opportunities (FedBizOpps) website (https://www.fbo.gov/) on or around April 10, 2018 at 3:00 PM EST. The date and time for receipt of proposals is expected to be May 10, 2018 at 3:00 PM EST. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed. Prospective Offerors MUST be designated as an 8(a) Small Business, and be actively registered in the System for Award Management (SAM) to be eligible for award. The SAM website can be found at: www.sam.gov. The Government anticipates that the period of performance for the contract will consist of one (1) twelve (12) month Base Year and four (4) twelve (12) month Option Years. The primary place of performance for the OITS Services procurement will be at the following location: Office of Workers' Compensation Programs (OWCP), U.S. Department of Labor, 200 Constitution Avenue, NW, Washington, DC 20210. The DOL will use competitive acquisition procedures utilizing best practices for conducting a competitive procurement as authorized by the Federal Acquisition Regulations (FAR). Offers will be evaluated and the contract will be awarded based on the proposal representing the "Best Value to the Government". The evaluation Factors and their relative importance will be stated in the solicitation. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals. Proposals shall be submitted electronically via e-mail to the designated Government point of contact to be provided when the solicitation is issued. Electronic submission of proposals via e-mail is the ONLY acceptable method for proposal submission. If proposals are received via any other method, they may not be accepted or reviewed.
