- Towing Manual Notional Framework Figures Draft SOW RFI Summary This is a Request for Information as defined in FAR 15.201(e). The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential sources that possess the capability to prepare for transport, transport, and dispose of the Surface Ship Support Barge (SSSB) in FY2020, in accordance with the attached Draft Summary Statement of Work (SOW), with all work done within the United States of America. This notice is not a request for proposals or a promise to issue a Request for Proposal (RFP) in the future. This notice is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information provided, or administrative costs incurred, in response to this RFI; all costs associated with responding to this RFI will be solely at the Respondent's expense. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to participate. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is subsequently issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor for additional information pertaining to any future requirement. BACKGROUND: In 1964, the SSSB was converted from a T-2 tanker into a dockside refueling facility used to disassemble spent nuclear fuel for shipment. This facility is now obsolete with no further use planned. The SSSB is about 268' long with a beam of 68'. Draft is about 10' at a light ship displacement of 4813 long tons. The main deck is about 41' above baseline with clean house hatched about 109' above baseline. Overall views of the SSSB are included with the attached Draft SOW. The SSSB contains a water pool previously used for spent nuclear fuel processing that holds approximately 160,000 gallons. There will be no nuclear fuel onboard, but the water and water pool structure will contain activated corrosion products. Additionally, the SSSB support systems consist of piping systems that also may contain residual water and activated corrosion products. The water pool is 14 feet wide, 53 feet long, and 31 feet deep, and the water level is maintained at approximately 29 feet. Removal and disposition of the contaminated water is expected to be performed at the current site of the SSSB, Government Contractor facility/Newport News Shipbuilding, prior to transporting the SSSB to the dismantlement site. The most recent effort to reduce contamination levels from the water pool surfaces via hydro-vacuum occurred in 2004 and approximately 180 mCi were removed. To date, SSSB operations have been on the same scale as the period occurring prior to 2004. The water pool is equipped with a circulating system that contains two filters and two 50 cubic foot stainless steel demineralizers with H-OH type resin. Approximately 200 mCi from each demineralizer was removed during the last resin replacement in 2012. A 250 mL sample of water taken from downstream of the circulating system filters and demineralizers in early 2016, and analyzed by gamma counting, contained the following: Am-241 Activity <DLC (9.20 E-03 pCi/ml) Co-60 Activity <DLC (9.04 E-03 pCi/ml) Cs-137 Activity <DLC (9.28 E-03 pCi/ml) Th-234 Activity <DLC (0.16 pCi/ml) U-235 Activity <DLC (1.58 E-02 pCi/ml) The sample also contained 2.87 E-04 (+/- 4.10 E-07) μCi/ml tritium activity. Regulated polychlorinated biphenyls (PCB) waste, asbestos, and other hazardous materials will also require identification, control and disposal per all applicable Federal, state, and local regulations. Materials on the SSSB are typical of those used in Navy ship construction in the 1940s through 1960s. Recycling of non-radioactive and non-hazardous material may be used to offset some of the costs of dismantlement and disposal of radioactive and hazardous wastes. Due to the relatively small amounts of radioactivity in the SSSB and the routine processing and disposal of low-level radioactive waste materials with comparable amounts of radioactivity, NAVSEA does not envision contracting this work with indemnification under Public Law 85 804 (48 CFR 52.250-1). Commercial nuclear liability insurance is available for work of this type. While no decision has been made on the type of contract that may be used in the future if a contract is awarded for dismantlement and disposal of the SSSB, NAVSEA is considering dismantlement and disposal of the SSSB under a firm fixed price contract. Some recent examples of such contracts exist within the commercial nuclear dismantlement industry. NAVSEA suggests that respondents study examples of dismantlement and disposal efforts, such as the Zion and LaCrosse nuclear power plant dismantlement and disposal projects, and consider the feasibility of a similar approach applied to the SSSB. Nuclear Regulatory Commission (NRC) documents ML16123A074 and ML13122A058 discuss the NRC evaluation of the contractual arrangements and guarantees for these dismantlement and disposal projects. Key assurance features of those projects include: (1) a performance bond of 20% of the contract price; (2) a radioactive waste disposal easement sufficient to accommodate all anticipated radioactive waste; (3) commercial nuclear liability insurance; (4) a corporate guarantee of contract completion; and (5) a dedicated decommissioning fund. NAVSEA is considering a similar contractual approach used in the Zion and LaCrosse projects, except that certain regulatory authority would remain with NAVSEA 08 (also known as Naval Reactors) per 50 U.S.C. §§ 2406, 2511. NAVSEA may, by contract, require compliance with all NRC regulations applicable to SSSB Dismantlement. Separately, NAVSEA would arrange for NRC to provide the same reviews prior to dismantlement and the same amount of NRC inspection as would be required if a similar task were performed in the NRC regulated sector. NRC reviews and inspection findings would be provided to NAVSEA for action rather than to the contractor performing the work, and NAVSEA would take any required regulatory or contractual action. NAVSEA considers that such an arrangement could provide a regulatory and contractual framework that is functionally nearly identical to the Zion and LaCrosse projects mentioned above. A more complete description of how such an approach could work is provided in the attached Notional Framework for Regulation of SSSB Dismantlement. RESPONSES: Interested parties are required to respond to this RFI with a white paper in Microsoft Word for Office 2010-compatible format. Please limit response to 30 pages or less (including cover and administrative pages, but not including attached licenses); 1-inch margins; and 12-point font (or larger). Contractor submission should provide as much information as possible and answer ALL Questions for Respondents listed below. In considering the questions below, the following information is made available: - While a detailed Statement of Work suitable for a Request for Proposals has not yet been prepared for the SSSB, a Draft Summary Statement of Work has been prepared and included with this RFI in order for respondents to understand the potential scope of the work needed to dismantle and dispose of the SSSB. - No greater than Class-C radioactive waste is expected to be generated during dismantlement of the SSSB. All radioactive waste is expected to be less than 10% of Class A radioactive waste limits. - Dismantlement work will occur at a non-Government facility the respondent owns or has access to within the United States of America. - As dismantlement and disposal of the SSSB is not qualitatively different from dismantlement and disposal of a civilian radiological facility, current or past experience in construction or maintenance of Navy nuclear-powered vessels or Navy radiological work facilities is not expected to be required. - Regulation of radiological work would be in accordance with the Notional Framework for Regulation of SSSB Dismantlement and Disposal included with this RFI. Questions for Respondents: 1. What experience does the respondent have in radiological dismantlement and disposal projects of comparable magnitude to the SSSB? 2. In what state and at what location would the respondent be likely to perform dismantlement work? 3. What capability and/or experience does the respondent possess to transport the SSSB? If transport would be provided by a sub-contractor, what capability and/or experience does the potential subcontractor have to transport the SSSB? 4. Does the respondent possess the capability to ship radioactive liquid for disposal? 5. Would the respondent be willing and able to perform this work under the regulatory approach outlined in the Notional Framework included with this RFI? 6. Would the respondent be capable and interested in competing for radiological dismantlement and disposal work on a firm fixed price basis with substantial guarantee requirements similar to the Zion and La Crosse nuclear power plant examples? 7. Does the regulatory approach described in the Notional Framework provide sufficient regulatory certainty that the financial assurances used in the Zion and LaCrosse cases would be viable? Would a substantial performance bond be possible? Would the respondent be able to purchase commercial nuclear liability insurance? 8. What information on physical and radiological conditions in the SSSB would need to be available in order for the respondent to be willing to compete for a firm fixed price contract on a radiological dismantlement project such as SSSB disposal? 9. If the respondent answers any of the questions 5-8 in the negative, what alternate contracting or regulatory approaches would the respondent suggest NAVSEA consider? All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned to the submitter. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice. NAVSEA may request further information regarding the capabilities of respondents to perform the efforts identified in this RFI and attached draft SOW. INDUSTRY DAY: The Navy intends to hold an Industry Day approximately three (3) weeks after receipt of responses. A separate Industry Day announcement will be posted on FedBizOpps. The NRC would also be available at the Industry Day to provide NRC perspectives on the project. SUMMARY: This is a request for information to identify potential sources that possess the capability to prepare for transport, transport, and dispose of the Surface Ship Support Barge (SSSB). In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy. Not responding to this RFI does not preclude participation in any future RFP, if issued.
