Description
This is a notice of intent to sole source a procurement under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and FAR Part 6.302-1, Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 611699. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Fire Department of New York (FDNY) 9 Metro tech CTR Brooklyn NY 1120-5431 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(2)(i)(A), as only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is in support of the Marine Corps Unit, Chemical Biological Incident Response Force (CBIRF) located at Navy Support Facility, Indian Head Maryland. CBIRF is procuring Chemical Biological, Nuclear, Radiological Environment (CBNRE) Training services from the Fire Department of New York (FDNY) at Randall's Island, New York Fire Academy. The scope of work shall consist of training services for hazmat and chemical training, wide area search and extraction training, technical rescue training and an exercise scenario simulation development of a CBNRE attack in New York City. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around Aug 18, 2018, in accordance with FAR Part 13 procedures. The anticipated contract is for a period of performance from 27 Aug 2018 through 29 Aug 2018. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to Monica.Curley@usmc.mil no later than 16 Aug 2018, 4:00 p.m. Eastern Time. Late responses will not be considered.
