Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W912CN-18-Q-0081 and this solicitation is issued as request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-96, effective 06 November 2017. (iv) This is An Unrestricted buy and the associated NAICS code is 334519 PSC is 6665 Hazard-Detecting Instruments and Apparatus 18th Military Police Brigade's has a requirement for one (1) Universal Mobile Tester (UMT) for the military's Joint Biological Point Detection System (JBPDS). (v) A list of contract line item number(s) and items, quantities and units of measure: CLIN Item Unit of Measure Quantity 0001 Universal Mobile Tester Each 1 0002 Shipping Each 1 (vi) Universal Mobile Tester (UMT) with the following Salient Characteristics: •1. Compact packaging in rugged enclosure supports mobile field deployable operations with a reduced logistics footprint •2. 18-slot PXI and 4-slot SCXI chasses provide digital, analog, RF, EO, and switch instrumentation for functional testing •3. LabWindows/CVI, LabVIEW, and VB test programming environments under the control of TestStand test management software •4. IVI instrument drivers and Switch Executive available •5. GUIs provide direct manual control of the test system resources for debug, troubleshooting, and repair activities •6. XML and SQL test results available •7. MacPanel's Series L2000 & SCOUT, or Virginia Panel Gemini Series 90 high density interface available •8. UPS power pack allows operation from generators or any international power standard •9. Fully automated system Self-Test provides comprehensive tester operational assurance verification •10. Field calibration via portable NIST traceable standards allows the system to be calibrated in place •11. Open architecture for easy and cost effective technology insertion and customization to meet other test requirement needs •12. UMT tester housed within a portable ruggedized transit case •13. Accessory case for interface test adapters (ITAs), test assemblies, and cable storage •14. ITA kits including test assemblies and cables for the following Joint Biological Point Detection System (JBPDS) Units Under Test (UUTs) - JBPDS computer assemble (JCA) ITA, Fluid Transport System (FTS), Identifier, Collector (FIC) ITA, Self-Test /Calibration IRA, BAWS power and communication cables •15. Test programs - JCA, FTS, Identifier, Collector, Self-Test; UMT Control and Support software •16. Includes an UMT User Manual Offerors shall provide documentation to support their compliance with these technical specifications (eg. Brochures, drawings) (vii) Date and place of delivery and acceptance and FOB destination: No later than 120 days After Date of Contract (ADC) at: 8 TH Military Police Brigade 836 Menoher St., Bldg 1059 Schofield Barracks, HI 96857-5000 (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision 52.212-2, Evaluation -- Commercial Items, will be used. See Basis for Award. ** Basis for Award: The request for quotation uses streamlined acquisition procedures pursuant to FAR Part 12 and FAR Part 13 as authorized. The Government intends to award a firm fixed price contract resulting from competitive quotes received in response to this solicitation. The quote will be evaluated for a fair and reasonable price. The award decision will be made to the lowest priced offeror conforming to the salient characteristics.
