Description: Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICIT ONLY ONE SOURCE NOTICE OF INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Simpson Weather Associates Inc. (SWA) 809 East Jefferson Street, Charlottesville, VA, 22902-5131. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. For purposes of this acquisition, the associated NAICS code is 541690. The small business size standard is $15 MILLION. Contract Line Item (CLIN) Structure: The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 - Research and Development (R&D) services for preparing and operating the United States (U.S.) Navy Center for Interdisciplinary Remotely Piloted Aircraft Studies (CIRPAS) Twin-Otter Doppler Wind Light Detection and Ranging (LiDAR) sensing system for an airborne research test supporting the C-17 Formation Spacing Research Project. Specifications/Requirement: The Research and Development (R&D) services for preparing and operating the United States (U.S.) Navy Center for Interdisciplinary Remotely Piloted Aircraft Studies (CIRPAS) Twin-Otter Doppler Wind Light Detection and Ranging (LiDAR) sensing system for an airborne research test supporting the C-17 Formation Spacing Research Project shall be conducted by U.S. Army Test and Evaluation Command (ATEC) at Monterrey, California. Services shall include the analysis of collected data for the field research, as well as extended analyses after data collection. The Contractor must be approved for operating the Twin-Otter Doppler Wind LiDAR (TODWL) sensor and flight operations aboard the US Navy Twin-Otter aircraft. Services also include the quick analysis of collected data for the field research as well as extended analysis after data collection. These consist of the following: a. Preparation The Contractor shall provide a preparation of the TODWL sensor payload for the FSR field test. This preparation will take place at the US Navy CIRPAS facilities in Monterey, California. The preparation shall include sensor payload operability and a check-out flight for airborne operation. b. Operations The Contractor shall conduct the supervised airborne operations of the TODWL sensor payload aboard the US Navy CIRPAS Twin-Otter aircraft during the testing phase of the C-17 FSR field research for a total of 10 flight days. The operations shall include developing the scanning and data collection strategy to optimize the collected data for the goals of the FSR project. The goals of the FSR project are the reduction of aircraft formation spacing to enhance soldier safety in airborne operations and the improved characterization of wing-tip vortex dynamics from large aircraft. Technical support shall be provided to the test director to optimize the field testing plan. c. Quick Analysis The Contractor shall provide a quick-look analysis of the collected data following each flight, in order to provide technical details regarding necessary changes in flight patterns or scanning modes necessary to assist test planners for a total of 10 flight days. At the conclusion of each test day, the quick analysis shall be provided on-site, person to person, on a daily basis in the form of raw and processing data. The analyses shall be presented in the form of daily logs. d. Extended Analysis The Contractor shall provide an in-depth, extended analysis for data that supports the FSR test planners' goals at the test site. The extended analyses will be selected from the aforementioned quick analyses by the test director. The extended analyses reports shall be provided to the Government for use by the US ATEC test director. The analyses shall include characterization of wind dynamics and the observations and results for use in model development and validation. The extended analyses will be conducted on subsets of the collected field data determined by the FSR test director and provided as Government Furnished Information (GFI). Exact delivery dates for the extended analyses are subject to change based on need. e. Quarterly Status Meetings The Contractor shall participate in status meetings, to be held at least quarterly, with the Contracting Officer's Representative (COR) and Contracting Officer (KO), upon request by the COR. The Contractor shall be prepared to discuss the progress of the contract, the performance of the Contractor, and any problems that have arisen or are expected to arise. Meeting frequency will approximately amount to one (1) meeting spread out over every three (3) month period. Exact meeting dates are subject to change based on need. Delivery: Period of performance is from Sept. 4, 2018 to September 3, 2019. Delivery shall be made to the U.S. ARL 2800 POWDER MILL ROAD, ADELPHI MD 20783-1145. Acceptance shall be performed at the U.S. ARL in ADELPHI, MD, 20783-1145. The FOB point is destination (U.S. ARL in ADELPHI, MD, 20783-1145). Clauses: I.
