- Request for Proposal No. RGJ-8-82283 including Attachments 1 and 2 National Renewable Energy Laboratory Managed and Operated by the Alliance for Sustainable Energy, LLC RFP Number RGJ-8-82283: "Modeling Support Using the NREL Regional Energy Deployment System Model" (See full NREL RFP No. RGJ-8-82283 attachment) BACKGROUND: The National Renewable Energy Laboratory (NREL) provides a broad range of modeling and analytical support to the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE)-including multiple offices within EERE: Strategic Programs Office, Wind Energy Technologies Office, Water Power Technologies Office, Solar Energy Technologies Office, and Geothermal Technologies Office-and to other sponsors including ExxonMobil Research and Engineering Company (EMRE). This research support covers a wide range of issues, including 1) understanding the design and impacts of energy policies, 2) understanding the impacts of DOE RDD&D programs on the adoption of renewable energy or energy efficient technologies, 3) identifying market impacts on future generation technology deployment and utilization in the U.S. electricity system, 4) estimating renewable integration challenges and opportunities for new technologies and practices, and 5) quantifying the physical and economic impacts of different future electricity generation scenarios. One of the primary models used to conduct and support this analysis is the Regional Energy Deployment System (ReEDS) model, a detailed optimization tool developed and maintained by staff at NREL. ReEDS is a capacity expansion model of the North American electricity system and is used to generate future deployment scenarios for a large suite of power generation technologies-coal, natural gas, nuclear, wind, solar, biomass, hydropower, geothermal, and others-and other electric system infrastructure-e.g., energy storage and transmission. It considers multiple complex and interacting factors in its economic decision-making. These factors include technology costs, fuel prices, policies and incentives, and the incumbent system existing in multiple interconnected regions. ReEDS scenarios are used to inform the broad set of research questions of interest to the DOE and other project sponsors. ReEDS has been used as the primary analytic tool for studies resulting in about 70 publications since 2012. Further details on the ReEDS model can be found at www.nrel.gov/analysis/reeds. OBJECTIVE: The Subcontractor shall provide modeling and analytical support to NREL, as needed, by developing and analyzing scenarios to estimate the impacts of various energy supply and demand policies, programs, and incentives, as well as the effects of alternative future conditions (e.g., demand growth and fuel prices) on the U.S. electricity sector. This will involve efforts to 1) modify input parameters based on new data or new assumptions; 2) modify the base-code of the ReEDS model in order to add new capabilities; 3) apply the model and developed capabilities to conduct scenario analyses and related sensitivity analyses; 4) modify and develop scripts to batch run multiple scenarios simultaneously; and 5) apply the batching scripts to provide output tables that compare across the suite of scenarios. The Subcontractor shall support NREL on projects sponsored by the DOE and EMRE.
