- Update to SOW 8/9/18 Update to solicitation questions cutoff and offer due date Camera/Intercom System Upgrade For Prison Rape Elimination Act/Nellis AFB Confinement Facility 99 SFS 9 August 2018 Customer Review Contracting Officer Review INTRODUCTION: This Statement of Objectives (SOW) defines the requirements for the contractor to furnish and install one (1) or more HD Penta-Brid NVRs with DVD burners with 30 day retention and Valcom intercom/paging system with light strobes and duress button. Along with the installment of two (2) dedicated Lan connection desk top computers to run camera software, ten (10) Louroe Omni-Directional microphones, twenty-nine (29) High Resolution IR night vision cameras; the removal of seventeen (17) old cameras, too include, two (2) DVR systems located at Bldg. 2. All new purchased equipment being installed must meet the specifications listed below in the second requirement. The complete camera system will be added to building 2's Uninterruptable Power Supply system (UPS). Lastly, the contractor will need to provide complete training to designated members of the 99th Security Forces Squadron. This training must provide information on how to use software, cameras, and other newly installed equipment, too include, remedial training of how to perform temporary repairs/reboots of the system for malfunctions/errors of the software. First Requirement Camera System Requirements (old system): Contractor will remove the required list of items below from the NAFB Confinement Facility. - Camera/DVR/Intercom Removal o Nine (9) cameras will need to be removed from the Nellis AFB Confinement Facility dayroom, segregation entrapment area, bathroom, visitation room, holding cell and sleeping quarters. o Eight (8) cameras will need to be removed from Bldg. 2's main lobby, interview rooms, investigation's front door, processing area, Base Defense Operations Center (BDOC) door entrance, Intoxilyzer room, hallway camera near Confinement Section. o Two (2) LOUROE ELECTRONICS two-way intercom systems will need to be removed from BDOC and confinement section office. o One (1) Vmax DVR and one (1) Samsung DVR will need to be removed from Bldg. 2's communications room. Second Requirement Camera System Requirements (new system): Contractor will furnish and install the required list of items below at Bldg. 2. This process will include the contractor hot swapping old equipment for newly purchased equipment. All cameras must have audio and motion recording capabilities. Contractors will provide brand new wiring along with Power-over-Ethernet (PoE) switches/cable, and data equipment for PoE switches. All cameras being installed will be PoE connected. Any ceiling tile that is damaged will be replaced by the contractor. Integration of all cameras, microphones, duress buttons/lights, and speakers' software will be placed on two (2) designated hub stations. - Camera/ Installation o One (1) or more HD Penta-Brid NVRs (RAID 5 redundancy) with DVD burners with 30 day retention. o Ten (10) Louroe Omni-Directional microphones. o Two (2) dedicated Lan connection (not online) HP Core I7, 12 GB memory, 1 TB hard drive desk top computers to run the camera software with a view point and one (1) - 4 port router. (includes camera licenses, installation and programming) o Install a wire infrastructure (Cat5e Plenum, per building code) and exterior conduit for 29 new camera locations (Locations attached) all going back to a secure NVR location in the Communications room equipment rack. o Install eleven (11) - 4 Mega pixel Super High Resolution HDIP 2.8 mm, WDR, PoE, IR night vision, vandal resistant cameras. o Install twelve (12) - 2.1 Mega pixel Super High Resolution HD 2.7-12 mm, PoE, IR night vision, vandal resistant cameras. o Install four (4) - 6 Mega pixel 360 degree Super High Resolution HDIP 1.6 mm, PoE, D-WDR, IR night vision, vandal resistant cameras. o Install two (2) - 4 Mega pixel Super High Resolution HDIP 2.8 - 12 mm, PoE, WDR, IR night vision, vandal resistant cameras. o Install a wire infrastructure (Cat5e Plenum, per building code) and exterior conduit for nine (9) - 2 Way ceiling speaker/microphone locations. Includes one (1) interface panel and two (2) multi button phones, installation and programming. o Install two (2) light strobes and a Duress button in two (2) rooms to catch attention. o Cleaning/purge of areas of work made by contractor to prevent safety and security risk. Upon notification by contractor, 99th Security Forces Squadron will escort the individuals on and off the installation. All labor will be guaranteed for three (3) years for camera equipment and one (1) year for hard drives. Contractor will supply equipment, programming, customer education, wire, possible conduit, fittings, and hardware. Maintenance Requirements: Contractor shall provide maintenance for the new camera system and conduct any repairs needed not caused by the owner.
