Description
The United States Department of Agriculture (USDA), Economic Research Service (ERS), Office of the Administrator (OA), has a requirement for mail/receiving and copy operations services. THIS IS A SOURCES SOUGHT NOTICE ONLY AND A SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. The information collected will be used for market research to define the government's requirements and create the appropriate acquisition strategy. Responding to this notice does not automatically include the responder on any bidders list, if such a list is developed. Depending on the quantity and quality of the responses received, the criteria may serve to generate the initial pool of potential contractors to be invited to respond to a resulting solicitation. ERS is currently housed at 355 E Street, SW, Washington, DC and all services are to be performed on site, Monday through Friday, from 7:00 AM through 5:00 PM, excluding Federal Holidays, as listed below. The purpose is to provide the following services: General Administrative Tasks, Mail/Receiving Room Operations, and Copy Operations. Mail/Receiving Room Operations include handling incoming mail, USPS mail from the South Building, general USPS mail, accountable mail, parcels, and receiving services. Copy Operations entail: ● provide the Copy Center operator with a pager or other locating device (i.e., telephone, etc.). The device shall be worn at all times during the daily tour of duty. ●operate an ERS provided high volume duplicator/copier located in the Copy Center. ●operate auxiliary equipment (i.e. sorter, light and heavy duty staplers, binder, and 3-hole punch) as necessary to produce finished work. ●process jobs in the Copy Center on a first come first serve-basis, unless otherwise directed by the COR or designee. ●maintain a log in the Copy Center that shall record the time the job came in, the number of copies requested, the type of copies/job requested, and the time the job was completed. ●complete all jobs within four (4) work hours after delivery to the Copy Center. The COR may approve temporary deviations from the four hour standard, in situations that result from an unusually heavy workload. For outgoing mail, the contractor shall: ●screen all outgoing mail, including packages, to insure addresses are complete and that packages are in conformance with postal regulations which are accessible in the mail room area. ●weigh and meter all outgoing official mail (letters and flats). ●place all outgoing USPS mail in a designated container for the U.S. Postal Service (USPS) evening mail pick-up in the designated area within the building, prior to 3:00 PM each day. Mail received after 3:00 PM shall be prepared for the next day's evening mail pickup. ●place all mail for the South Building (chain mail, Priority chain mail and hand-to-hand mail) in the designated container for delivery to the South Building. ●make one mail-run to the Office of the Administrator every hour for pick-up of Priority and hand-to-hand mail. ●pick-up and deliver mail twice daily between the Economic Research Service at the 1800 M Street, N.W. and the USDA South Building 1400 and Independence Avenue, S.W. during the normal scheduled mail run, at the direction of the Facilities Management Unit or according to the current mailroom procedures. The schedule for delivery and pickups is: 10:00 AM and 2:00 PM, leaving the ERS building daily, by staff capable of transporting mail and small parcels up to 25 pounds each. Note: The Government will make arrangements for transporting mail and parcels exceeding 25 lbs. Other miscellaneous mailing services include: labeling, envelope stuffing, and applying mailing tabs. The contractor shall also monitor equipment and supplies. All vendors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 to be considered for any awards. See FAR 52.204-7 for registration instructions. It is the vendor's responsibility to monitor FBO for any amendments. This requirement is on the AbilityOne Procurement List and is required to remain in that program.
