- NOAA'S OAR, ATLANTIC OCEANOGRAPHIC & METEOROLOGICAL LABORATORY (AOML), Intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Miami, under this notice NRMA0000-18-01290. The Atlantic Oceanographic & Meteorological Laboratory (AOML), Office of Ocean & Atmospheric Research (OAR), National Oceanic & Atmospheric Administation (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. NOAA, AOML intends to negotiate with and issue a sole source, firm fixed price award to the University of Miami, Center for Genome Technology, John P. Hussman Institute for Human Genomics, 1501 NW 10th Avenue (BRB 627) Miami, FL 33136, under Simplified Acquisition Procedures in accordance with FAR Part 13. NOAA AOML has a requirement for non-personal services for microbiome (bacerial community) DNA Sequencing and RNA Sequencing (gene regulation) from ~10 genotypes of out-planted Acropara palmata corals. Tissue samples will be taken throughout the year at four different reefs and will result in ~258 samples. For RNA samples, thorough quality control metrics are necessary to ensure a high quality sample since RNA is sensitive to degradation To test RNA for quality control the service contractor uses the Aligent Tapestation and Kapa qPCR.. Genomic material will be sent to the University of Miami to perform the following services. High quality RNA will then be sequenced on the Illumina Hi-Seq 3000 which will result in about 21 million RNA reads per sample. The DNA from the ~258 samples from microbiome analysis will be sequenced on two sequencing runs of the MiSeq using V3 Technology. This will yield approximately 45,000 sequences per sample from the 16S rRNA bacteria gene. The Center for Genome Technology (CGT) is considered a state-of-the-art, high-throughput genomics core facility located right in South Florida. This facility specializes in high-throughput sequencing and has the latest sequencing machines which will be used for the requested services. The center is familiar with sequencing both eukaryotic organisms & microbial samples and have streamlined the sequencing process. This is an established facility that hsa been running since 2007 and are known for providing dependable sequencing data. The North American Industry Classification Systems (NAICS) Code is 541990-Scientific Services - with a size standard of $7 Million. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 15, 2018 at 6:00 a.m. (EST). The Capability Statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitiive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Univeristy of Miami, Center for Genome Technology (CGT).
