- Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to renovate areas on the 2nd and 5th floor of building 36000, Fort Hood, Texas, to facilitate the Resiliency Campus operations. This includes but is not limited to architectural floorplan changes requiring removal, alteration, and or demolition of walls, reconfiguration of electrical power and lighting, plumbing and HVAC changes, and communications and fire protection alterations to better support the new floorplan. Also included is large-scale ACM remediation, door and frame demolition and installation, and replacement/repair of most finishes in the affected areas. This acquisition is 100% HUB Zone set aside set aside under NAICS 236220 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $1,000,000.00 and $5,000,000.00. The purpose of this project is to renovate areas on the 2nd and 5th floor of building 36000 to facilitate the Resiliency Campus operations. This includes but is not limited to architectural floorplan changes requiring removal, alteration, and or demolition of walls, reconfiguration of electrical power and lighting, plumbing and HVAC changes, and communications and fire protection alterations to better support the new floorplan. Also included is large-scale ACM remediation, door and frame demolition and installation, and replacement/repair of most finishes in the affected areas. Also included is miscellaneous site work to support the facility and meet code requirements. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX180279 07/06/2018 TX279 Superseded General Decision Number: TX20170279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing, the solicitation is 22 August 2018, bid opening 25 September 2018 and completing contract performance 270 days after notice to proceed under solicitation number W91151-18-B-0028. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
