PWS FPID DRAFT 1. SOURCES SOUGHT ANNOUNCEMENT The Regional Contracting Office - National Capital Regional (RCO-NCR), Marine Corps Base, Quantico, VA is seeking sources for USMC Force Protection Integration Division (FPID) Program Support. 2. CONTRACTING OFFICE ADDRESS: Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) 2010 Henderson Road MCB Quantico, VA 22134-5000 3. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources or small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. PLEASE PROVIDE YOUR GSA CONTRACT SCHEDULE NUMBER AND WHAT CONTRACT VEHICLE /SIN IN YOUR RESPONSE. (IF APPLICABLE). The MCINCR-RCO is seeking information for potential sources for technical and analytical support for the Counter Improvised Explosive Device (C-IED), Integrated Air and Missile Defense (IAMD), and Chemical, Biological, Radiological, and Nuclear (CBRN) Branches, Force Protection Integration Division (FPID), Capabilities Development Directorate (CDD), Deputy Commandant for Combat Development and Integration (DC CD&I). 4.DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 5.CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-17-F-0199 Contract Type: FFP Incumbent and their size: Advanced Management Strategies Group, Inc. 3800 Fettler Park Drive Suite, 103 Dumfries, VA 22025-2043/ NAIC 541611/$15M; Service-Disabled Veteran-Owned Small Business (SDVOSB) Method of previous acquisition: Sole Source Technical and analytical support to the Counter Improvised Explosive Device (C-IED), Integrated Air and Missile Defense (IAMD), and Chemical, Biological, Radiological, and Nuclear (CBRN) Branches, Force Protection Integration Division (FPID), Capabilities Development Directorate (CDD), Deputy Commandant for Combat Development and Integration (DC CD&I). FPID is responsible for the development of force protection capabilities to address both current and emerging United States Marine Corps (USMC) operating force needs. Projected technical and analytical support required 30 Sep 2018 to 29 Sep 2019. Place of performance will be at the Government facility located at Raymond G. Davis Building, 3300 Russell Road, Quantico, VA 22134. 6. REQUIRED CAPABILITIES: (Please see attached draft PWS) The Contractor shall demonstrate experience in military-based concepts; capabilities development, collaboration; and knowledge management systems. The Contractor shall understand Marine Corps Operational Concepts, Doctrine, Total Force Structure Management System, Systems Approach to Training, Defense Acquisition Lifecycle Management, Leadership hierarchy Joint Capability Development and Integration and the Expeditionary Force Development Systems. The Contractor shall have documented C-IED/ Explosive Ordnance Disposal (EOD), IAMD and CBRN experience or background, have served in the requirements management field in the past, and be familiar with United States Marine Corps doctrine. The Contractor shall have significant knowledge of JCIDS analysis and products that define capability gaps, capability needs, and approaches to provide those capabilities within a specified functional or operational area. The JCIDS process is initiated through the execution of a Capabilities-Based Assessment (CBA), in consonance with MCO 3900.15B, Marine Corps EFDS. This effort will support both recurring and ad hoc requirements to provide JCIDS/EFDS assessments and objective capabilities products; conducting DOTMLPF assessments and support senior leadership planning and execution of validated decisions/positions. 7.SPECIAL REQUIREMENTS: ALL CONTRACTOR PERSONNEL REQUIRING ACCESS TO CLASSIFIED INFORMATION AND ASSIGNED TO THIS PROGRAM SHALL POSSESS A SECRET CLEARANCE. Specific to EOD requirements for CWMD and SAP, contractor personnel shall possess a TOP SECRET clearance. 8.SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 -Professional, administrative, and management support services, with the corresponding size standard of $15,000,000. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). 9.SUBMISSION DETAILS: Responses must include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Business; •4) Cage Code; •5)Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this sources sought should send responses via email NLT 11:00 AM Eastern Daylight Time (EDT), August 21, 2018 to joy.hughes@usmc.mil AND jeanette.hernandezgu@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
