- Attachment 2 -- Note to Offeror, Statement of Work/Specifications Attachment 1 -- SF1449, Solicitation Clauses and Provisions Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one 5-year, fixed-priced, IDIQ ordering contact not-to exceed $350,000.00. (ii) The reference number is __12639518Q0217__ and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that one contract will be awarded. This is a small business set-aside procurement. The associated NAICS code for this effort is __325320__ and small business size standard is _1000 employees_. (v) This requirement consists of _1 or more__ contract line items for ammonium acetate lures based on the Statement of Work (SOW)/Specifications ordered on an as-needed basis. The Note to Offerors with an attached SOW/Specifications is provided in the Attachment to this combined synopsis/solicitation. The offerors shall return the listed items in the Note to Offerors with their quotations. (vi) Delivery and acceptance of deliverables will be FOB destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror with the lowest cost, technically-acceptable product. Technical acceptability will be determined based on past experience with manufacturing this type of insect lure. Final acceptance of the product will be made after delivery for each order to confirm that the offered insect lures meet the specifications. (ix) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clauses and provisions and AGAR clauses and provisions identified in the solicitation Attachment are considered applicable to this acquisition. (xiv) Quotations are due to the Contracting Officer via EMAIL no later than 3:00 pm Central Time on Wednesday, _August 15, 2018_. (xv) The assigned Contracting Officer is Michael Chiodi.
