- THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY - THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. NO AWARD WILL BE MADE FROM THIS NOTICE. This notice is for information and planning purposes only to determine the interest and capabilities of potential offerors and does not constitute a solicitation for bids, quotes or proposals. This notice does not obligate the Government to solicit for this requirement or award a contract and does not obligate the Government to reimburse interested parties for any costs incurred to prepare or provide a response to this notice. The Naval Research Laboratory (NRL) is conducting market research in accordance with FAR Part 10 to determine whether two or more business sources possess the requisite capabilities to successfully provide Technical Editor Services. It is the Government's intention to award a fixed priced and/or labor hour type contract or task order for these services. The Government contemplates the contract or task order having a period of performance of twelve (12) months. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. The associated North American Industrial Classification System (NAICS) code for this effort is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business size standard of 1000 employees. The associated Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R425. SPECIFIC REQUIREMENTS: 1. Technical editor with a subject matter knowledge of the physical sciences. 2. Independently reviews and edits the work of other writers or technical specialists for accuracy, adequacy, completeness, and appropriateness of the material for the intended audience. 3. Collects, correlates, and organizes primary and background information from all available sources to produce a wide range of publications, such as corporate publications, technical reports, scientific journal articles, brochures, posters, pamphlets, proceedings, proposals. 4. Produces content and design for the web. 5. Prepares publications for printing and works with selected printers in the printing process. 6. Knowledge of Microsoft and Adobe software. SECURITY CLEARANCE: Performance of effort order does require access and does authorize access to classified information up to and including the SECRET level therefore will include a Department of Defense Contract Security Classification Specification Form DD254 provided by the Agency, therefore, contractor employees will have initiated Background Investigations and fingerprint processing prior to arriving at agency. RESPONSES TO THIS NOTICE: Firms who can fulfill this requirement are requested to provide the following information in response to this request - 1. Name of Company: 2. Address of Company: 3. Cage Code and DUNS number must be registered on the Systems for Award Management (https://www.sam.gov). 5. Company size standard and/or socio-economic standing; i.e., large business, small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, or women-owned small business. 6. Indication that the services are or are not available on a GSA Schedule contract or Government Wide Acquisition Contract (GWAC) held by your company. 7. A list of any current or past projects similar in nature to this requirement that you have executed. 8. A list of any questions you would be likely to ask if the requirements were included, as part of the final solicitation. RESPONSE DEADLINE AND SUBMISSIONS: Responses should be emailed to Patricia Willis at patricia.willis@navy.mil by 4:00 P.M. on August 15, 2018. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The subject line of the email should read "Technical Editor Services Sources Sought Response". Proprietary information and trade secrets, if any, must be clearly marked on all submitted materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Please note that the solicitation number used for this sources sought may be different from the one in the actual solicitation, if a solicitation materializes. DISCLAIMER AND IMPORTANT NOTES: This notice is not a request for quotes or proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation. Submissions will not be returned.
