- Bid Sheet/Product Description THIS IS A COMBINED SYNOPOSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONALINFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUSTITION PROCEDURES. This Solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-95, dated January 13, 2017. Submit written quotes on RFQ# W912HP-18-T-5012 This action is issued as a 100% Small Business Set-Aside under NAICS Code 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees. Offers will be evaluated for a combination of price and quality, relative to the supply outlined in the Product Description. The basis for selection for this award will be "Lowest Price Technically Acceptable" (LPTA). The Government award will be made on the basis of the lowest evaluated price of quotes meeting, or exceeding, the acceptability standards for the technical acceptability factor. Offers shall be ranked in order of lowest price to highest price. The lowest-priced offer shall be evaluated first. If the lowest-priced offer is technically acceptable, no other offers will be evaluated. *Line Items, Product Description, and Dates/Place of Delivery are in the attachment.* The Government reserves the right to enter into any exchanges for the purpose of clarification. The Government also reserves the right to make multiple awards, if found advantageous to the government. In addition, there may also be instances where the Contracting Officer must incorporate into the resultant order contract clauses or provisions in order to be compliant with any applicable DoD‐unique statues, regulations, directives, and other requirements. The full text of a FAR Provision or clause may be accessed electronically at http://acqusition.gov/comp/far/index.html Basis For Award: Award will be made to that Offeror whose quote has the lowest price and is technically acceptable. *SUBMITTAL REQUIREMENTS: Offers should be submitted through the Federal Business Opportunities (www.fbo.gov) and email a copy of the submittal to tonya.d.willis@usace.army.mil. Offerors are advised that is their responsibility to ensure all data is complete and accurately transmitted. The Government assumes no responsibility for incomplete or inaccurate transmissions. A failure to submit a complete proposal by the deadline as stated on the Solicitation provided may result in your quote being rated ineligible for award. Offers will only be considered from Vendors registered in the System for Award Management (SAM) (www.sam.gov). A complete quote will consist of the following: a. Cover Letter. Your quote should include a cover letter on company letterhead. The cover letter should contain a statement that your firm agrees to provide the items as stated herein and in accordance with the enclosed Product Description. The cover letter shall be signed by an officer of the company so duly authorized to bind the company contractually. b. Acceptance Period. All vendors are requested to submit quotes that are valid for 90 days from the date the quotes are received. c. Vendors are required to provide a quote for all items requested on the Solicitation and an Overall Total price (See Product Description/Bid Sheet). d. Offerors responding to this announcement shall submit their quotes in accordance with FAR 52.212-1. Submission of quotes shall include the following: (1) Technical capabilities (to include product literature and outline of experience as it pertains to the manufactured item(s) being quoted). (2) Warranty and Maintenance information. (3) Delivery information. FOB Destination. (4) Price: All vendors will submit the attached Solicitation Bid Schedule, Attachment# 1. (5) Completion of Offeror representations and certifications (FAR 52.212-3), updated in SAM (FARS & DFARS) and (6) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. e. Technical Information: Offeror shall quote items that meet the Technical requirements listed in the Product Description.
