- Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-18-Q-NFFK-0107 Project Title: Expert Opinion on effects of low salinity on wild bottlenose dolphins The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with SMRU Consulting North America, Friday Harbor, Washington, for expert opinion through a formal expert elicitation to derive probabilistic distributions of effects of low salinity on free swimming wild bottlenose dolphins for given salinity/time combinations for which actual observations are limited or non-existent, using the procedures in FAR Part 13. Utilizing information from published results and existing, but unpublished data, mechanistic models will be developed by a group of experts to guide the form of dose-response functions to be evaluated by the expert panel. In addition, the group will evaluate the appropriate metrics, such as percent of body with freshwater skin lesions or a body condition index that might be used to monitor critical physiological parameters that will inform effect assessment and outcome prediction. This information will be used to inform the Environmental Impact Statement for specific projects, to establish specific monitoring parameters for impacts, to identify criteria for intervention in single events, and to gain insights on data gaps and needs. The timeframe will be September 2018 to October 2019. SMRU Consulting has unique knowledge and experience involving the relevant data required for this project. The SMRU Consulting is the only vendor with the level of experience in expert elicitation and potential impacts to cetaceans to enable this project to move forward efficiently and cost-effectively. The vendor has worked on critical uncertainties and expert opinion with Population Consequences of Disturbance modeling in cetaceans in collaboration with the Office of Naval Research. In addition, SMRU Consulting is currently a part of the Consortium for Advanced Research on Marine Mammal Health Assessments and is using structured expert elicitation protocol to provide expert opinion on time to recovery of fecundity and survival of dolphins and whales injured by the Deepwater Horizon oil spill. This effort involves examining similar health parameters and data in dolphins as is required for this current study. Since they are and have performed these services for similar studies, the US government will benefit from their experience in initiating and completing the work effectively and efficiently. If this vendor is not selected, the government will be delayed in obtaining the quality product needed to inform emergency intervention decisions and impact assessments for restoration projects. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541620 with a business size standard of $15 M. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Linda Mullen (linda.mullen@noaa.gov). All electronic correspondence shall have the subject line read: Announcement Number: Project Title. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 04:00 PM EST on August 10, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
