- Government's Notice of Intent to Sole Source: NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing. The US Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Magee Scientific, 1916A MLK Way, Berkeley, CA 94704, a firm fixed-price purchase order under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) for the purchase of a field deployable semi-continuous total carbon analyzer (TCA) Model TCA-08 (TCA-08), optional annual consumables kit (part #3610), and spare analytical chamber assembly (part #3250) (TCA-08 system) in support of the wildfire field and laboratory research calibration/validation study to be conducted by the EPA's Office of Research and Development (ORD), National Exposure and Research Laboratory (NERL), Exposure Methods and Measurement Division (EMMD), Air Quality Branch (AQB) located in Research Triangle Park (RTP), NC. The EPA intends to acquire the TCA-08 system to be used in conjunction with the EPA's Magee Scientific Model AE-33 Aethalometer (AE-33) to conduct comprehensive methods comparisons measuring key air pollution emission species from prescribed fires and wildfires. These studies are being completed in support of the EPA's Wildland Fire Research (WFR) Program. Instruments and instrument systems used in the specified studies must be compatible; capable of being deployed in mobile ground- and aircraft-based sampling platforms; and be able to provide total carbon, black carbon, and organic carbon (by difference). Magee Scientific is the only US based manufacturer capable of manufacturing a field deployable semi-continuous TCA with the technical capability required to maintain research integrity and achieve research goals associated with the referenced research study. The TCA-08 is the only available instrument that can integrate with EPA's existing AE-33 to provide total carbon, black carbon, and organic carbon (by difference). For these reasons, the purchase of a field deployable semi-continuous TCA instrument system, as described above, to be used in the EPA ¿s WFR Program, from another vendor is not feasible. This purchase order is therefore being directed, without competition, to Magee Scientific. The circumstances permitting Other than Full and Open Competition at this time is FAR 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or service will satisfy agency requirements. The intent of this notice is to state the Government's intention to sole source this acquisition and to determine if any other source(s) exist. Therefore, no solicitation (RFQ) is available. All interested parties who believe they can provide the required instrument should 1) fully explain their capabilities and qualifications in writing and submit same via FedConnect, a government web portal, within 10 days from the date of this announcement; and 2) must submit itemized pricing that is sufficient to make a determination that competition is feasible. Consequently, any responder(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect at www.fedconnect.net/Fedconnect/. This notice and any amendments will be available via the Internet at www.fedconnect.net/FedConnect/.
