Description
Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-18-Q-NFFK-0102 Project Title: Purchase of Unmanned Aerial System (UAS's) The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with BirdsEyeView Aerobotics, FireFly6 Pro USA's and associated accessories required for ocean surface surveys, using the procedures in FAR Part 13, to provide for the purchase of Two (2) FireFly6 PRO UAS's, Two (2) Battery Hatch sets, Two (2) Gimbaled GoPro HERO 4 cameras, One (1) Parrot Sequoia, Two (2) Sony RX1R II, Two (2) Upgraded battery chargers Two (2) Main Hatches, Two (2) Prop Pro (Bottom) and Two (2) Prop Pro (Top). This particular brand name is essential to the requirement, and market research indicates similar products do not meet or cannot be modified to meet agency needs. Birds Eye View, a company out of New Hampshire, is the only company that offers this technology. The UAS is unique in that it has the capability to take off and land vertically, but also switch to fixed wing flight which is ideal for launch and recovery from a boat. The UAS can also accommodate multiple sensors and has the ability to switch payloads within minutes. This UAS is easy to use out of the box, and does not require any in-person training, or course in order to operate. Finally, no other manufacturer comes close to the functionality and proven track record of the FireFLY6 Pro. There is not another source for this type of hybrid fixed wing/rotary UAS. Other UAS manufacturers offer either fixed wing or rotary type UAS such as a quadcopter. Also, other UAS manufacturers are located outside the USA. DJI quadcopter products are made in China and not approved by NOAA AOC. The FireFLY6 Pro has already been approved by NOAA AOC for this project. The FireFLY6 Pro is already in use in other government agencies and universities. In Hawaii it is in use by UH Hilo to monitor the lava flow at Kilauea. It was also showcased at the last GIS day held at NOAA's Inouye Regional Center. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 336411 with a business size standard of 1,500 employees. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Linda Mullen (linda.mullen@noaa.gov). All electronic correspondence shall have the subject line read: Announcement Number: Project Title. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 04:00 PM EST on August 14, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
