Description
Draft SOO This is a Request for Information (RFI) and NOT a request for either a quote or a proposal. This announcement is conducting market research in accordance with FAR Part 10. The purpose of this synopsis is to identify qualified companies capable of performance for a potential requirement as described below and in the attached draft Statement of Objectives (SOO). DLA Energy, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of BLM in-kind bulk liquid helium to operations in McGregor, TX. The Contractor shall provide all products, materials, supplies, management, tools, equipment, labor, and transportation necessary for the delivery of bulk liquid helium f.o.b. destination using Contractor-owned containers. Location and item description for the product is as follows: 1. The Propellant Pressurizing Agent, Helium (NSN 9135-01-665-9904), shall meet the requirements of Type II, Grade A, of specification MIL-PRF-27407D, dated 01 Aug 2014. 2. Delivered f.o.b. destination: Contractor shall provide bulk liquid helium container for daily operations at the McGregor Texas facility until emptied or no longer usable by customer. Bulk container shall have capability to maintain a minimum pressure of 90 psi to off-load product. 3. Period of Performance (PoP): January 2019 to December 2019. 4. Quantity: 40,000 gallons per month. 5. Attached is a SOO covering the details of the requirements beyond quantity and PoP. All responsible sources are invited to review the above information, the attached draft Statement of Objectives, and respond with any questions no later than 2:00 pm (Central) on Tuesday, 21 August 2018.
