Description
W911QY18R0049 - Short Wave Infrared (SWIR) Signature Reducing Technology; U.S. Army Soldier Systems Center, Natick, Massachusetts. The Government anticipates that this solicitation, in the form of a Request for Proposal (RFP), will be available on or about 24 August 2018 from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. The solicitation, specifications, and associated information will be available only from the Federal Business Opportunity websites. DESCRIPTION OF WORK: This effort is for the development and delivery of small yardage quantities (100-150 yards) of 100% Nylon base fabric and Webbing in MC Solid Coyote color and 4-color Army OCP type Camouflage pattern, while maintaining acceptable Visible (VIS) and Near Infrared (NIR) signatures, which meet Short Wave Infrared Signature Reducing (SWIR) validated target reflectance values. Materials provided must have the SWIR signature reduction technology applied in a durable manner and shall include appropriate validation documentation of the technology against Government validated target reflectance values. Interested parties are advised that additional vendor documentation, as specified in the solicitation, will be required prior to the disclosure of SWIR validated target reflectance values requirements. Multiple contract awards are envisioned, although a single contract may be awarded if proposer can accommodate all fabric substrates and patterns. All deliveries shall be F.O.B. Destination to the U.S. Army Soldier Systems Center, Natick, MA. Due to the variety of substrate fabrics required, the Government anticipates awarding multiple Firm Fixed Price contracts, but may award a single contract if determined to be in the best interest of the Government. The period of performance is anticipated to be not longer than six (6) months. This solicitation shall be conducted under Full and Open competition and awarded on a best value basis. The applicable North American Industry Classification Code (NAICS) for this solicitation is 313320 - Fabric Coating Mills and the small business size is 1,000 employees. Interested Offerors must be registered with in the Systems for Award Management (SAM). SAM registration information can be accessed on-line at https://www.sam.gov. Interested Offerors are required to post their representations and certifications on-line within SAM.
