Description
SF 1449 - fill in Wage Determination 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. 2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. 3. This is a combined synopsis/solicitation for Lenel Control Systems Upgrade as defined herein. The government intends to award a firm-fixed price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. This procurement is set-aside for small business only. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 - Security Systems Services with a small business size standard of $20.5 million. 4. Services required Contractor will provide labor and material to complete security repair services at the PPQ Moore Air Base site by installing new card readers, troubling shooting Lenel ISC and subsidiary equipment, and addressing and programming Lenel end devices when needed. New cabling will be provided by contractor for all new card power conditioners and low power disconnect devices. APHIS will provide available power, (12) HID brand FIPS-201 compliant card readers, (2) Lenel 1320 dual reader boards, and access to our Lenel enterprise system for programming. Contractor shall provide all labor and equipment/material required to complete the installation, configuring/programming and testing of the repairing of the PPQ Moore Air Base segment of the Lenel Access Control System as follows: a. Verify the Bldg. 6408 East field lab lock/unlock schedule is correct in order to correct the issue with the door staying unlocked. b. Bldg. 6411 (1-front door) not functioning for Lincpasses. Confirmed the 3300 (ISC Board) and the 1320 (Reader Board) are online, link pass format is programmed and the wiring configuration is correct. Will need additional time to troubleshoot reader to determine issue with link pass cards. Government provided new card reader available if required. c. Bldg. 6412 (1-rear door) not functioning for Lincpasses. Confirmed the 3300 (ISC Board) and the 1320 (Reader Board) are online, link pass format is programmed and the wiring configuration is correct. Will need additional time to troubleshoot reader to determine issue with link pass cards. Government provided new card reader available if required. d. Bldg. 6414 (1-room 129) not functioning for Lincpasses. Confirmed the 3300 (ISC Board) and the 1320 (Reader Board) are online, link pass format is programmed and the wiring configuration is correct. Will need additional time to troubleshoot reader to determine issue with link pass cards. Government provided new card reader available if required. e. Bldg. 6418 (1-front door, 2-irradiation, 3-dye and sausage, 4-colony, 5-pupae, 6-boiler) not functioning for Lincpasses. Confirmed the 3300 (ISC Board) is online. The 1320 (Reader Boards) have incorrect device addressing. Delete all readers, address the boards correctly, and re-add all readers accordingly. Government provided card reader available if required. f. Bldg 6407 (1-front door, 2-storage door) not functioning. Confirmed 3300 (ISC) board is online. Technician will need to install front door reader, power up storage reader and test. Government provided card reader available if required. g. Due to the enterprise nature of the access control system, all programming will be accomplished by the technician through local Lenel System administrator, Daniel Buentuello. If required APHIS Security branch can assist. h. Due to the extreme lightening hazard and numerous power outage issues on this facility, contractor shall provide and install (11) Altronix low power disconnect (LPD) devices and (11) power conditioning UPS units on all existing and new Lenel Intelligent System controllers and subsidiary boards. Ensure power supplies, termination hardware and cabling are present for a complete and operational Access control system. i. On-site system testing completed with assistance of designated programmer confirming appropriate device alarms, door states, and panel conditions. j. 1 hour of on-site USDA personnel training on card reader function, panel locations and labeling, and who to contact for adding or deleting access on government PIV cards. k. Contractor shall seal all wall penetrations with fire rated caulk when penetrating any fire rated block walls. l. All ACS wiring shall be "homerun" to its respective panel. No wiring shall be wired in a series circuit. Conduit shall be used for all wiring in exposed and open areas. If appropriate, the use of exposed plenum wiring above ceiling tile is approved as long as a cable tray or J hooks are used (plenum wire cannot be tie wrapped to other items or conduit). m. Labeling shall be neat (not handwritten), permanent, and occur on all system devices and wires, including any power that already exists in the facility. Labeling shall be accompanied by a legend and map in the enclosure/headend which explains wire and device locations. 5. Contractor Requirements Moore Air Base is a restricted facility all contractors need to understand the following information; • Work Hours are M-F from 7 am -3:30pm. All work outside of the mentioned days and hours shall be approved by the Facilities Manager in writing prior to entering the facility • All contractors shall have a valid picture identification such as a driver's license or a state identification card. • All vehicles shall have proper insurance and registration for all vehicles entering the facility. • All contractors working at the facility shall remain in the area of the project anyone found outside of the determined construction area will be removed from the facility and not allowed to return • All contractors shall provide restroom facilities if the project has a duration of over 2 working days. • All debris must be hauled off the base. 6. Contractor Personnel The Contractor in the execution of this contract must: • Employ sufficient qualified personnel to provide official services in an accurate and timely manner. Pay the salaries and other compensations to all personnel assigned to perform these services (See Wage Determination). • Is responsible for the management and performance of all subcontractors and exercise such management control as is necessary to ensure work is done on time, efficiently, and in accordance with established standards. General management work shall include, but not be limited to, the following activities: (1) assignment and oversight of progress and quality of work and analysis of proposed approaches; (2) communication on a frequent basis with the Agency regarding the overall contract and specific service and repairs; (3) reporting functions; and (4) contract administration to ensure compliance with its terms and conditions. (5) Ensure all service and repairs are completed within the stated requirements. 7. Safety & Security Requirements: Access to the site is controlled by a security door locks and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry. Contractor vehicles will be allowed access adjacent to the work. Work shall be generally confined to the immediate area of the generator. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals. Contractors are responsible for following all safety and health related State and Federal statutes. The contractors are responsible for monitoring their employees to ensure they are following all safety regulations particular to the work areas. 8. Service Location USDA-APHIS-PPQ Moore Air Base 22675 N. Moorefield Road Edinburg, Texas 78541 9. Award shall be made to the responsible quoter conforming to the solicitation and who will be most advantageous to the Government. The government will evaluate information based on the following evaluation criteria: (1) Technical Capability (2) Price and (3) past performance. 10. Interested contractors must provide the following information to be considered: 1. SAM Registration and DUNS number 2. Technical Capabilities Statement - Provide proof that you the vendor is a certified Lenel Contractor/Technician 3. Past Performance • Please submit at least 3 past performance references relating to or similar to the services requested within the statement of work. 4. Signed copy of SF1449 with fill in firm fixe price This requirement is subject to the service contract act. The Wage Determination applicable to the vendors principal place of performance which will be at Edinburg, TX. The Wage Determination applicable to this requirement is Wage Determination No.: 2015-5245 Rev 5 Dated 01/10/2018. (see attachment) 11. (Jan 2011) (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government; (1) When no longer needed for contract performance. (2) Upon completion of the Contractor employee's employment. (3) Upon contract completion or termination. (c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements. (d) The Contractor shall insert the substance of clause, including this paragraph (d), in all subcontracts when the subcontractor's employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer. (End of Clause) 52.237-1 -- Site Visit. (Apr 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (End of Provision) 452.237-74 Key Personnel. (FEB 1988) (a) The Contractor shall assign to this contract the following key personnel: At least 2 Senior Technicians, Senior/Junior Systems Engineer, and or Field Engineers (b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions. (c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel. 12. Submission shall be EMAILED ONLY to Kim Yen Tu, the Contract Specialist, at kimyen.n.tu@aphis.usda.gov. Quotes are due not later than 8/21/2018 at 12pm central time. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212‐1(f).
