- The U.S. Army Corps of Engineers, New England District will be issuing a Request for Proposal for a Single Award Task Order Contract, Indefinite Delivery/Indefinite Quantity (IDIQ) Remediation Services Task Order Contract for Operable Units (OUs) 3, 4 and 6 of the Raymark Superfund Site in Stratford, Connecticut. The total value of the contract is not to exceed $99,000,000.00 with a five-year ordering period. This will be a Small Business Set-Aside, Best Value Trade-off award. The NAICS code for the work is 562910 (size standard 750 employees). There is no limit on the number of Task Order(s) that may be executed, but in no case shall the sum of all Task Order(s) executed exceed $99,000,000.00. The Government is obligated to satisfy a minimum guaranteed amount of not less than $100,000.00 over the life of the contract. The Raymark Industries, Inc. Superfund Site includes areas that have been contaminated as a result of manufacturing processes from the former Raymark Industries, Inc. facility. The former Raymark Facility, which was located at 75 East Main Street in Stratford, Connecticut, operated from 1919 to 1989. Known as Raybestos-Manhattan, Inc., Raymark manufactured gaskets, clutches and heavy brake friction components for the automotive industry. Raymark generated wastes containing asbestos, lead, copper, polychlorinated biphenyls (PCBs) and a variety of solvents, adhesives, and resins as byproducts of its manufacturing operations. This resultant byproducts was available as "free fill" to the Town and residents. The Raymark waste that remains in the town of Stratford presents a threat to human health that needs to be addressed. The conceptual approach is comprehensive in that it addresses all Raymark waste in residential, commercial, and recreational properties. U.S. Environmental Protection Agency (US EPA) recently approved one Record of Decision (ROD) that specified the selected remedies for OUs 3, 4, and 6 of the Raymark Superfund Project located in the town of Stratford, Connecticut. The specific OUs are OU3 (Upper Ferry Creek), OU4 (Raybestos Memorial Ballfield), and OU6 (Additional Properties). Excavated Raymark waste-contaminated soil from OUs 3 & 6 will be consolidated at the OU4 Memorial Ballfield and covered with a low-permeability cap, except for the sediment and waste soil containing more heavily contaminated material that exceeds certain regulatory limits, which will be transported to a licensed out-of-town disposal facility. Based on available data, EPA estimates that approximately ten percent of the estimated +/-110,000 cubic yards of sediment and Raymark Waste to be excavated from OU3 and OU6 may exceed the regulatory Principal Hazardous Constituents (PHC) limits. Because treatment to levels suitable for on-site reuse is not viable or practicable due to the numerous and diverse nature of the contaminants found in Raymark Waste, the Selected Remedy addresses this PHC waste by excavation and disposal at an out-of-town licensed disposal facility. Also, any Raymark Waste that exceeds the contamination threshold at OU4 will be transported to an out-of-town licensed disposal facility (currently estimated at approximately 10,000- 25,000 cubic yards). Work will generally take place under task orders using Performance Work Statements. Task orders may include, but will not be limited to, any combination of the following work: Project Management; Management Plans; Work Plans; Accident Prevention and Site Safety and Health Plans; Sampling and Analysis and Quality Assurance Project Plans; studies with associated reports; multiple phases of field investigations; optimization of existing remedies; compliance support; data management; data interpretation; hydrological and geochemical studies; project reports; engineering support and/or design; geotechnical studies; geotechnical monitoring; removal action plans, removal action, remedial action plans; remedial action; establishing safety zones and procedures near open cuts; protection of existing environmental resources; water management and treatment; clearing of vegetation; temporary and permanent surface water diversions; installation of horizontal drains and/or lined french drains; dewatering; slope stabilization; excavation and consolidation of Raymark waste, excavation, transportation and disposal of PHC; significant earthwork requiring appropriate erosion and sediment control best management practices (BMPs); impermeable cap installation; constructing storm-water conveyance & pumping station; installation of mitigation wetlands and passive treatment wetlands; site-wide inspection and maintenance including but not limited to caps, roads, wetlands, and invasive species; operation and maintenance; sediment excavation; stream channel restoration; wetlands restoration; management of investigative derived waste; implementation of institutional controls; preparation of as-built drawings; site closeout/decision documents; project team and public meetings; future project programming and scheduling support. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about September 2018. No additional information will be available until the solicitation is released. Neither telephonic, mailed, nor faxed requests for hard copies of this solicitation will be accepted.
