- NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to solicit Lockheed Martin Corporation (Cage Code 38597) located in Baltimore, MD for supply support of 341 National Stock Numbers (NSNs) associated with the MK-41 Vertical Launch System (VLS). The intention of the forth coming solicitation is to award a five-year Performance Based Logistics (PBL) Requirements contract. The PBL contract will include five base years with no options and will require the contractor to manage a broad range of PBL functions to include: maintaining requisition support in accordance with availability and delivery metrics designed to improve Fleet readiness, material management, inventory modeling, configuration management, obsolescence management, engineering support, inventory warehousing, packaging, transportation and tracking. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Absent Government approval of additional sources, the Government intends to negotiate a contract for this effort with Lockheed Martin Corporation (Cage Code 38597). Lockheed Martin is the Original Equipment Manufacturer (OEM) and the system integrator of the MK-41 VLS. Lockheed Martin is the only known and approved source with access to the full range of technical data (critical portions of which are propriety), engineering expertise, extensive integration and testing facilities, and in-depth technical understanding of the targeted NSNs to perform the requirements of the subject acquisition. The Government does not own the data rights to any of the repair specifications or repair processes. The applicable North American Industry Classification System (NAICS) codes that are assigned to this procurement are 334412 and 335311. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This notice of intent is not a request for competitive proposals. All responsible sources may identify their interest and provide capability statements in response to this notice. All such responses received within 15 days after date of publication of this synopsis will be noted by the Government. Notwithstanding any responses to this notice, the Government has sole discretion to determine not to compete this proposed contract. Source Approval is required. NAVSUP WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
